9900K and Z370 Micro Thermal Throttling

My 9900K is cooled by an NH-D15 and overclocked to 5GHz at 1.2V adaptive with a +0.5V offset. I have VCCSA and VCCIO set to 1.15V, disabled vdroop and have AVX offset set to 0. RAM is at 3600MHz CL15 at 1.4V. Everything else is set to auto. I have updated to the latest 1.09 BIOS for the Z370 Micro. CPU idles at around 30 degrees. When I run Prime95 non-AVX small FTT, Aida64 FPU test and even Blender or Cinebench, the voltage reading on cpu-z would spike from 1.232V to 1.36V and temperatures would reach to 95+ degrees and proceed to thermal throttle. Other people who have similar setups only get up to the low 80s. I have remounted the cooler, reapplied different kinds of thermal paste including liquid metal, switched to a 240mm AIO liquid cooler, removed the front panel of my case with fans set to max speed but to no avail. Am I doing something wrong or did I just get a really bad chip?

    How flat is that IHS?
     
    How do the temps look across the cores when using something like HWiNFO60 look at individual core temps?

    I'd say pretty flat since it's a brand new 9900K. I have not done any lapping or delidding and only applied liquid metal between the IHS and cooler. Temps while running blender:

    Just because it is new doesn't mean there is not an issue

    You could also try setting the vcore to override and not adaptive to keep the voltage lower bit it will probably blue screen on you

    I have to set vcore to 1.34V if I set it to override or it BSODs. I have replaced the thermal paste multiple times and I don't think I saw the same pattern of paste that Jay had on his cpu. Any excess paste collected on the outer edge of the IHS.

    Next time you have the cooler off maybe try spinning it like he did. Outside of that since you tried an AIO as well not sure what to tell you

    I just checked the IHS and tried spinning it on glass and it stopped right away. Seems pretty flat to me. I think it's just a bad chip. I noticed I can run 4.9GHz at 1.2V override and temps stay in the 80s on prime95 non-AVX and aida64 FPU. 5GHz requires 1.34V and it hits 100C on prime95 and throttles but doesn't crash. I can keep it at 5GHz when just playing games but anything that puts a heavy load on the CPU or any program that uses AVX, I'll just drop it to 4.9GHz.
