980ti video lag issues

So I have been having this problem off and on for almost 2 years now and I am just done with it.
 
Anytime I play videos thru my computer to attached TV it is choppy, via Chrome, IE, win 10 netflix app all of them.

This has been happening with multiple drivers over the last few years. second clean win 10 install in like 7 months still doing it. 
 
Also just very odd that i can go months and stream games (PoE, Pubg, CSgo, terraria, warframe so on..) and it will be fine. Then at times such as this last week now its just been completely unstable and dropping frames and being unenjoyable for friends to watch.
 
System specs:
6800k I7 @3.4 ghz
MSI Gaming ACK 9 Motherboard
32gb ddr 4 ram
EVGA 980 TI
1TB m.2 nvme
power 1000 watt EVGA (overkill i know but got good deal on it)
Main display Dell 27 1440p @144hz
secondary display old 27 60hz
tv i play videos to 50inch LG 1080 @60
 
I have run monitoring tools and not seen any heat issues that should be causing a problem.
 
Is a 980 TI just not capable of driving displays like this???

    Hello jtrankler! Do you both the 144hz monitor and the TV connected at the same time? Or do you still have the same problem with just the TV connected? Also, do you have hardware acceleration enabled in your web browsers, apps, etc? Sometimes, that can cause choppiness issues as well. One thing that can help is having V-sync enabled globally in your NVIDIA Control Panel whenever you are watching media.

    Happens with hardware acceleration on and off.
     
    Yes i have all displays plugged in at the same time.
     
    vsync is off to let me use gsync with the 144hz display. 
     
    I do not wish to have to keep changing vsync on and off to allow me to watch netflix or twitch or youtube or whatever else on a second monitor while doing casual gaming. I find it very hard to believe a system such as mine would struggle to push a video stream to a second display while i can have a tiny little roku plugged into a 4k display (in another room) and it does fine. As i feel a i7 backed 980ti has way more power than a tiny roku device.
     
     
    About the only time i can get it to stop being choppy is to be doing literally nothing else on my system but watching the video.

    Having v-sync on doesn't affect g-sync. They actually work hand in hand.

    Finally, Someone with the same issue.. 
     
    I have used the GTX 980ti since Driver version 394.. Nothing has fixed this netflix 3-sec lag .. sound does not skip but video micro-studders.  
     
    I use Microsoft's Edge and all video issues are resolved... I hate it but its Okay for now..
