When I start up my computer, most of the time the fans on the 980 Ti Classy ramp up speed and sounds like a car revving up.  It then goes back down.  Is this normal?  I do have EVGA Precision and Corsair Link load in when Windows start.  It might do it when Precision starts up. It's just weird.

100% normal. My GPUs over many generations of cards have all done that for years and years.

If they ramped up and stayed ramped up no matter what you did, or never spun at all, then there's an issue.
