970 FTW + SLI Voltage issue

Why is one card locked at 2mv?
I have one game that doesn't use the SLI and the card voltage is just fine

    If your card was running 2mv it would be dead. Do both cards go over the limit when tested by themselves?

    So the top card will run normal when it's not being used in SLI. But in SLI the max boost I can get is 1430 mhz with +20 and I have to bump my over valtage +37mv just to get the top card to go to 1.2mv and it just locks there even if I max the mv at 86 it just stays at 1.2v.. but both cards will boost 1500 mhz no problem on there own and reach 1.2+ it's when I put it in sli the top card is legit restricted and cooling is not a problem what so ever. I'm not new to overclocking either

    The way to fix this problem would be to mod the cards vbios to force max voltage on load, but that cannot be done anymore because nvidia prevents voltage modding via drivers. If you were to attempt what I just said the nvidia drivers would code 43 your card.

    So after tons and tons of research this sounds like a problem invida knows about but they dont want to fix or invest their time into it witch is kinda crappy.. if I would have know I would have just got a better card..
