If the rumor holds true then two i3 core CPUs will also be released on or about 5 October.

My guess is we will see a lot of low end desktops using them as a go to chip. Most of the Core 8 lineup wasn't really something we would see in the budget family computer situation but retailers want to have something with the highest generation number.

I think AMD's RYZEN platform has changed Intel's release schedule.

I think AMD's RYZEN platform has changed Intel's release schedule.
Some could argue that we knew about Coffeelake long before Ryzen, except AMD revealed Zen back in FAD May 2015 while the first Coffeelake 6-core rumors appeared August of that year. Intel had plenty of time to react and choose to largely react last-minute, they just didn't know what frequencies and prices AMD would showcase Zen. Their 6950X was the first real reaction; Intel has thus far kept the top flagship core count consistent for three series at a time, but with Zen existence as well as the Threadripper surprise, Intel is adjusting.

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].
