Welcome to the forums. Please take a look at the Sata power cables themselves. Please make sure that the aesthetic matches the other GQ cables. The GQ cables have a particular pin-out that is different from other EVGA units, so the GQ cables are pretty specific.
That said, while the PSU has the ability to turn the computer off, it cannot turn it back on. It is more likely that the motherboard is doing this, but I am not sure what the issue would be. Does that hard drive have anything installed on it? Or is it an Optical drive? Does it do this with any Sata device? Sajin's suggestion is a good test to help narrow down whether the board or PSU is having the issue.
