Probably a stupid question but I'm not 100%,
Now I know to get 4k 60hz you need hdmi 2.0 ports(which my 760 does not have) therefore I can only get 4k 30hz(actually 24hz with hdmi 1.4)
Going into the Nividia Control Panel in the change resolution settings, im able to click my 4k tv and change my refresh rate to 60hz, once I do so my Tv refreshes and pops up with the res as usual, but it also says 60hz. So basically what my question is, is that false? I mean my 760 cant handle 4k at 60hz, but my tv pops up 4k 60hz So does changing the refresh rate of the tv in the Nividia Control panel actually make it 60hz?
 
P.S HDMI from gpu to TV is a HDMI 2.0 cable.

You cannot do 4:4:4 full RBG color at 4K 60hz from your GPU as it doesn't support HDMI 2.0. However, you can if you're using 4:2:0 subsampling run at 60hz however, text isn't going to look crisp and the desktop may look off. You won't notice in games.. What is the color format you are using the Nvidia Control Panel?

Thats the ratio of wires, res, and Hz for the 760 found on the EVGA forums.. Im using a HDMI 3840x2160 so I figured I couldnt hit 60hz.. thus why I was confused.
I was running 30Hz 4:4:4.. and might still run it.
But your right, when I change it to 60Hz I noticed it changed to 4:2:0
Researching around I seen in many places to use the 'quick brown fox' picture to check the difference between 4:4:4 and 4:2:0 
Honestly Im seeing no difference.. both are completely readable and colors aren't messed up. Desktop also isnt off as well.
