Just purchased a EVGA RTX 3090ti and it has given me nothing but headaches. When I install the card in my computer and connect the power cable the machine will not even start. It just makes a slight ding noise and the power button flashes twice. When I disconnect the GPU the machine will boot perfectly.
Any advice on this or has anyone heard of this issue? Also there is a small 4 pin connector next to the main power plug but I cant find any info on what it's for.
I'm running a 1200w power supply and YES I did hook up all 3 cables to the provided adapter for power the card. It's also the second PSU I've tried thinking the first one may have been broken.

Do GPU fans spin? And do you see any red light near the power connector during boot?

What make and model psu and how old is it? Dont use the powerlink, go straight to the card from the psu for now. The 4 pin on the back of the card is for D-RGB control. Theres a difference between DRGB and RGB so dont mess with it unless you do your research. If its a modular psu you are using make sure the psu ends AND the card ends are all the way in, some can be stiff and hard to catch the locking nub. Depending on the mobo you have and how thin the pcb layers are the weight of the card can be a issue so make sure you setup the eleash.

This is a brand system, 19 12900k Intel, ROG Z690-F board, 64GB (4X16) Corsair Dominator ddr5, 2X WD Black 1tb M.2 drives, EVGA RTX 3090ti FTW3 Water Cooled and a Corsair 1200w PSU (I returned the first one thinking it might have been defective).
 
Since I play a lot of games this machine is a retirement present to myself.
 
I don't have another system to try the card in and the lower Pcie slot will no works because the card hits the USB headers and sys pin Headers if I try.
 
My general thought was if anyone had experienced symptoms similar to this. After replacing the PSU and reseating the card several times I can't think of any other reason why the system will boot fine without the card but when I plug the card in all I get is a very slight "Click" when I press the power button, the only lights are the actual power button which very briefly flickers and 5 seconds later it flickers once again.

Just to be sure.. 
You're using the cable that came with the video card inside the box correct? Not the one that was a free gift bundle that has just 2 x 8pin power connectors. That 2 x 8 pin power connector one is for EVGA PSU's only. Not for Corsair PSU. 
You should be using the connector that can use your existing 8 pin connectors from the Corsair PSU.

Besides using the included (3) PCI-E 8-pin to 16-pin adapter, did you try the onboard video to see if it defaults to that first?  When you pull the 3090ti, are you using onboard or another GPU?
 
If this is a pre-built "Brand" System, you can try resetting the bios to default if you're familiar with the ROG setup.  The builder may have a custom bios config or it may be an old version.  Otherwise, check under Advanced>System Agent Config>Graphics Config, should be setup for "Auto" for Primary Display.

After reseating everything, and if it's still the same results... probably recommend giving EVGA support a call. You can upload google videos and photos to the service ticket too. They were able to confirm some issues with a new 3080 I got from Antonline last year and sent some replacement parts quickly. It was a bummer to be down on a new item, but EVGA support came through like champs.

I am going to borrow one from a friend today, very good suggestion.

Correct, The only cable that came with the card was a 3-into-1 adapter which is powered bu 3 individual leads off the PSU, not the one that doubles up.

With the GPU installed the system will not do anything except make a slight click noise. Without the GPU installed with the monitor hooked into the onboard vid slot it boots fine. This is not a pre-built system, I am making it from scratch and I have built several systems before. I've just never come across this issue.

I think your PSU has 4 GPU power connectors minimum. Try two different connectors.

Is that the Factory installed water block on your 3090Ti FTW3 ?
 
If you installed the water block, then put the factory air cooler back on & test the GPU (besides to RMA the card needs to be in stock condition)

The water block is on the CPU I did not opt for the water cooling option on the actual GPU . But installing A watercooler on an all-in-one Cooling block on the motherboard for the LGA 1700 takes special adapter screws that are one mm shorter you're shorter than the standard standard 115X /1200 Processors Which you can only obtain from from corsair or the actual all-in-one vendor

Rjohnson has a great suggestion in trying another GPU, my friend had an older 670gtx and i just picked it up. You guys are great and i thaky you again. Once i get home I will install it and update this thread. Obviously Regardless of the outcome I am going to either return the card or start thinking about the motherboard.

Hopefully the eventual outcome will educate us all. Thank God I bought the card from Amazon so it's a simple refund rather than a long RMA process.

That soft click is your PSU "seeing " something bad or a short. Always use cables that come with the PSU you installed and not from another build in case the MFG changes pin out assignments, and your 3 x 8 pins are VGA associated outs on psu. Good luck with your replacement.

Usually the cause of this is mistakenly using cables from one PSU with another PSU, or plugging them into the wrong places.

Okay here's the (hopefully) final outcome. I put in a GTX 670 card and the system booted just fine. However the new (and much older) GPU as well as the HDMI port on the Asus Rog Strix z60-f would no longer recognize any output to the monitor. After 90 minutes on the ASUS tech support line we removed all RAM and GPU and discovered that the diagnostic mode is not working properly. Asus recommended I RMA the Motherboard.
 
I don't have an answer why it would boot with a gtx670 and not a 3090ti but after exhaustive diagnostics with ASUS the motherboard is definitely defective. They even gave me a incident number to provide to amazon so there wouldn't be any issues returning it.
 
Thank you all once again for your valuable time and efforts albeit in vain. Now I get to strip this new system and reinstall my water cooling and everything else. I'm hoping my next post will be saying all is well and i'm griefing noobs.

Fingers crossed the new motherboard resolves it. The GTX 670 working and the RTX 3090 Ti not working may be because the power draw is higher on the 3090 Ti - enough to trigger whatever the fault is with the ASUS motherboard, whereas the 670 doesn't. Maybe.
 
One way to confirm the issue is to now have your friend try the 3090 Ti out in their working rig. If it works without issue, then that just confirms it's your mobo that is the problem.
 
p.s. The EVGA Z690 motherboards are both heavily discounted right now (link).. just sayin'

I wouldn't buy an EVGA Motherboard at any price however the ASUS Motherboards have earned my trust over the years. If not for to quality then the support that I got when I contacted them. Not every manufacturer is not only willing to tell you their product is defective much less give you a reference stating so.
 
I spent a while removing my cpu paste from the Corsair 150 capellix water block and from the 12900k processor and i'm upset that I had to considering the motherboard was bad but ASUS admitted their product was bad saving me tons of time on the phone with some 3rd world country.
 
Asus sold me a bad product afaik but in my eyes they have made every effort to make it right. I don't want to make this thread into an advertisement so hopefully I will update thread thread with a working computer.

People are allowed to have varying opinions.
The ones I had were junk. The ones other people had were junk. I did my research and came to my conclusion.
If you told me that I need to buy a certain motherboard in order to come to a different conclusion, I would say that's not exactly a ringing endorsement, and I have no interest in spending a lot of money to prove a point.
In general, EVGA motherbards have buggy firmware and buggy software. That's my opinion. I hated owning them.

I consider you very fortunate for receiving such good service from ASUS after-sale service. They unfortunately have a reputation and long history of being anything but accommodating when it comes to their after-sale support. EVGA has a reputation and long history of the exact opposite. Reputations like that don't just happen overnight.
 
No board maker is perfect when it comes to their product though - it's how they deal with it that matters. Who knows - perhaps ASUS are finally paying attention and trying to change their long-established reputation of problematic support? If so, good on them - long overdue imho.
 
In saying all that, I have also owned numerous ASUS motherboards over the last 10+ years, and they are very good boards when they function as intended - again, in my opinion, the problem is with trying to get resolution when an issue does appear. That matters to me. ¯\_(ツ)_/¯  
 
Regardless, if you get an opportunity, I again suggest trying your 3090Ti in someone else's working system just to make sure it's still good. Of course there's no knowing at this point if the ASUS motherboard issue has impacted any of your other components ...hope not!
 
As far as the individual claiming all EVGA products have buggy firmware/software (and specifically the Z690 in this context), and claiming that all "the ones other people had were junk" is clearly false - I have not found any of my EVGA boards to be "junk". The individual has apparently never owned an EVGA Z690, and would not provide any examples of their claim other than "all", lol. If you care to look, said individual has quite a history on these forums of disparaging EVGA and being very argumentative with just about anyone they can get a rise out of (within the limits of EVGA ToS of course). Not sure why anyone would want to hang out in forums of a product they seem to dislike so much, but there you have it - take their opinion with a grain of salt is my advice.

Evga makes a solid motherboard! No reason to never buy one especially when it’s the Evga Dark boards! They are second to none with Vince!

Nah. If you like dealing with buggy firmware and software, sure.

 EVGA motherboards aren't tried and tested, ASUS and others are. I wouldn't spend 5k on a new system (monitor included) and then put an untested motherboard in the mix. Case in point here: ASUS not only diagnosed the issue for me but also gave me a case number making the RMA a simple issue. I am a fan of evga gpu's but I highly doubt they would go to the extent of CS from ASUS.
