Both BIOS versions are the same when I switch the vbios dip switch. This is the precision readout: Is this normal or should I have different BIOS versions when I flip the switch? I am flipping it with the PC off of course.

Make sure you have fast boot disabled in the MB BIOS. If it isn’t it may not detect that you switched over
Flipping it with the system on will not hurt it You would have to do that I’d you had a bad flash on one You would reboot with the good one and switch it over then reflash the one that failed

This is normal, one just has a different fan profile. They are both the same BIOS version.

I do have fastboot disabled. This is strange.
No this is normal. The difference is just a fan profile of the same BIOS version. Even if each BIOS had different clock speed values they would still be the same BIOS version.

They have different version numbers. Check gpuz to see if they change after a reboot. Sometimes precision doesn't refresh. I have seen where the switches are broken and don't actually switch roms. Edit: The first vbios versions are Normal: 94.02.71.00.AF OC: 94.02.71.00.B0 The resizable bar bios are 94.02.71.80.74 94.02.71.80.86 (Not sure which is which)

Did you try rebooting one more time? And you haven't ever flashed it and possibly wrote the same one to both positions?
I've had some bizarre problems like that with mine. Was convinced when I first got the card that the switch didn't work.

So, I turned the system off again, took the panel off and flipped the switch. Precision X1 shows the same bios version again but as tresnugget described the BIOS version DID indeed change on GPU-Z. I have another concern now. The fans are still at 0% in this BIOS. Meaning both BIOS versions have the fans stay at 0% without load. A few forum members have stated it changes the fan profile to remain always on. Is this misinformation or should it be above 0% at all times?

I'm not sure. Edit: It wasn't even stuck in precision. It was stuck in the driver because my fans would crank before even pulling up precision. But changing a setting then hitting default eventually fixed it.
