3080 ftw3 ultra: fan 1/2 won't go below 33% even with custom curve

As described by title.  My card was running fine and then I decided to try the OC switch setting. 
 
After getting the ReBAR vbios through PX1, fans 1/2 won't go below 33%, I am trying to make them run at 20% for their minimum like I usually had it.  Fan 3 works normally.
 
Anyone else dealt with this?  
 
I have tried switching back to normal setting.  The 2 fans still stay stuck at 33%.  I have tried reinstalling drivers.  I have tried reinstalling PX1.  I may trying flashing vbios back to stock and then to ReBAR again...

    Fixed it by reinstalling drivers AFTER closing PX1... for anyone that encounters this problem in the future.

    yeah, installing and running x1 screwed up my nvidia drivers too, had to do another clean install.

    10700, msi z590 mb ,16gig ram, 3070ti ftw3 ultra, win 10  , crucial m.2's
