3080 XC3 Ultra Power Draw Issues

I've read quite a few posts on different threads that have discussed this issue but most seem to be about a year old. I am wondering if any fixes were issued to address the low power draw on the 3080 XC3 cards? At stock settings, GPU-Z shows me hitting PWR as the perfcap reason right around 300 watts of TDP. When this happens (which is constantly) the card throttles back quite a bit and the frame rates are all over the place. The card is watercooled in a custom loop and averages around 40c and never sees over 46c. 
 
I saw the thread were this issue looks like it might have been addressed with the 3080ti variants () and was curious if the 3080 had received any updates?
 
I have tried updating my bios to the version listed here () and it has not made any difference. I have seen some people report seeing power draws as high as 350 which my card wont even come close to.

    You will never see 350W at stock settings.  Have to raise the power limit to max which is 366W, then you'll likely see peak close to 360W.  Stock limit is 320W.  But if you want your frame rates to be consistent, the best way is to both undervolt and max out the power limit.

    I stopped even trying to use the power slider as it made no difference.

    Try undervolting (fixed low voltage overclocking) the card so that you lower overall power consumption but drive a higher average and more stable core clock.  Google it.  I use Afterburner for undervolting my card (in sig) and it has been flawless.  Benches higher than stock.  Runs cooler.  Knocked about 50W off the max power draw of the board.

    I understand that is one route I can take, but it seems odd that the card won't even draw what it is rated for. I would post graphs but I am not at the post threshold yet.

    Do you have the latest VBIOS installed? EVGA was passing around a Beta VBIOS which was supposed to help. I don't know if it was ever approved past Beta and widely available. If it is still Beta, you may need to ask EVGA for it. There was a thread here somewhere about it (I think Kram started the thread regarding the 3080 Ti XC3, but I am not sure).

    I have the bios that is listed for my card that is in the stickied section. The thread with the beta bios and Kram was for a 3080ti. I have a normal 3080

    I was using an EVGA 700w BR and was experiencing the same issue with my 3080 ti XC3, I was stuck @ 280w max. I switched to an 850W GQ and the card now pulls 320-350w as it should.
     
    It appears if the power isn't clean enough these cards limit the power usage. Just because it's an EVGA psu doesn't mean its high quality.
     
    Although if you have one of their gold units, that *should* be good enough..no guarantees though.

    Yes, I am aware. Like I said, have you asked EVGA if a similar Beta BIOS is available for your 3080?

    I have an EVGA 850GQ. I tried swapping the PSU between my wife's computer and mine (same PSU but a year newer) and the same results :(

    Undervolted and now stable @ 2040mhz. Card still won't go above 320 watts though.
