Heya,
 
I just received a 3080 TI that I installed yesterday into a brand new build.  I was running fine on my VIZIO OLED  for cinebench/3dmark tests and gaming (Cyberpunk + WOW + New World) until midday today when I got a glitch screen at Windows launch on a system reboot.  I couldn't fix Windows from a F8 boot, so I just ran a clean install.  This worked, but with a hitch - Nvidia Control Panel didn't install, and the system only recognized the card with manual NVIDIA driver installation.  Now when I attempt to enable 4k@120hz config like my first windows install, I get a similar glitch screen...though less artifacting than the initial restart problem. (see attachment)
 
It seems somewhere along the way the card fritzed on supporting this resolution, which led to both my initial issues loading windows and current issues switching resolution in the reinstall.  I'm afraid there might be physical damage given the reports of issues with New World, but I haven't seen a similar glitch report in a cursory browse of the forum (or the internet, for that matter) so I'm hoping I'm just missing something.
 
No GPU settings or PCIE BIOS settings have been adjusted beyond using the physical 'OC' switch.  I've tried both 'Normal' and 'OC' modes, and even upgraded the VBIOS in Normal mode with Precision X1.  Nothing seems to work.

Gigabyte X570S Aorus Master (new revision)
Gskill 3600 CL 14
Ryzen 5900x

Have you tried other Nvidia drivers? Some Nvidia drivers have bugs, like one of them last month caused a bunch of monitors to only support 480P resolution.

A hot fix had to come out. Try another nvidia driver.

Did you try installing Geforce Experience and run the driver update ?
You should also run the Windows Updates if you didn't, but I guess you already did.

EDIT : If this doesn't work, try a fresh windows install and run the NVIDIA updates before installing other stuff.

Thanks for the suggestions, but no avail on either front.  I did another clean reinstall and reverted to the mid-June drivers, exact same problem.  I suspect it's just a RMA.  
 
But I'm really curious to understand why the problem only manifests above a certain transfer rate (4k@120hz).

What model VIZIO OLED are you using? Some of the OLED models from Vizio are not recommend from rtings.com to be used as a PC monitor. 
Have you tried a different monitor/TV?
Have you tried a different HDMI cable?
What power supply do you have?
Have you tried resetting the motherboard bios?

1) The Vizio 55 OLED 2020.  Rtings.com only warns about the prospect of screen burn-in, and initially there were concerns about full 48Gbps and 120hz support.  But I use the monitor for mixed-use (tv + mac + windows) so burn in doesn't really concern me, and marketing clarification + firmware updates have rectified the input issues.  I am using the correct input port for this spec - HDMI 3.  Performance is seemingly stable across devices - as the cheapest OLED on the market, it's obviously widely tested with XBOX/PS5 at high bandwidth...and I can't find examples of this symptom when searching by TV.
 
2) I don't have other 4k monitors that support HDMI 2.1, unfortunately.
 
3) Nope, I only have one 48Gbps HDMI 2.1 cable (brand new, Monster 8k Cobalt cable from Target).  The thought had crossed my mind, and with your question I'm going ahead and ordering a second from Amazon to be sure.  How likely is the cable to cause this type of this symptom? FWIW, I don't have any other devices to test that support HDMI 2.1.

5) Yeah, I reset CMOS yesterday after the reinstall and vbios flash didn't help.

Hard to call this one without
a) seperate TV/Monitor to test on with 4k/120hz.(That would at least rule out the TV) or a 4k/120-144hz monitor to see if you had the same results over display port. <---for the graphical issues
b) a seperate PC to put the GPU in and see if the results are the same. <---- to rule out any conflicts within your system, if the results are the same with another system.
 
I asked about the cable because the quality is not always good for the same rated HDMI cable across all brands. (Second cable would rule out a defective cable) <---don't think this is the issue, just part of my normal troubleshooting.
 
Goodluck with the issue and if you find a fix post back here with an update.

...I'm pretty sure I fixed it.  I'm a bit ashamed that I didn't think to do this before, but I unplugging my Mac Mini HDMI cable and tried the other 120hz port .  Now it works fine on both, even after plugging in the other inputs.  It seems the TV's HDMI controller got into a bad state, or had some static charge, or something?  These inputs have some fickle behavior...they really should have been the first place to debug.
 
Thanks for the help, you finally jarred my mind into trying the thing it ignored.  Hopefully this can be a signpost for other lost Vizio OLED wanderers <3

Yeah I have a similar minor issue on my 65" LG Nano 90.  At 4K120 on HDMI 2.1 booting I'll sometimes get a similar static down the screen.  What I'll do is switch to a different input or the tv tuner and then switch back, clears it right up.  Setting no fast boot helps a bit.  Have a similar issue with my projector over a long HDMI cable, same fix.  Your other driver install issues are...driver install issues.
