My RTX 3080 FTW3 ULTRA has been constantly pegged at 1800mhz (its base clock) even without anything else running. This happens after I froze during an overclock test (+90 core, temp/power/voltage limits maxed on the XOC BIOS), but even resetting the card to default with PX1 it's still pegged at 1800mhz and won't come down when not under any load.
 
This happened once before, and it was fixed by uninstalling Precision X1 (v1.0.1.9) and installing v1.0.1.11, which prompted a "firmware update" on the card. Uninstalling v1.0.1.11 and reinstalling it doesn't prompt the firmware update again, so my clock is stuck at 1800mhz. Even switching back to the normal BIOS doesn't resolve the issue.
 
EDIT: Reinstalling the NVIDIA drivers has fixed the issue.
 
Here are the steps to reproduce the issue:
1) Flash the XOC BIOS on the card (I replaced the stock OC BIOS).
2) Set up a slightly unstable overclock (mine was +90 core)
3) Boot a stress test (I was using Warframe, since I've found the game is very susceptible to gpu instability) and let it run.
4) When the stress test freezes, kill the process.
5) Notice the card becomes stuck at 1800mhz. Even rebooting the system or using the BIOS switch to go to the regular BIOS doesn't fix the issue.

I use a single 1440p/144hz monitor (LG-27GL850-B)

This is not what that NVIDIA setting does at all. I've always had Prefer Maximum Performance on and the clock does come down when the card isn't under load.
 
I just reinstalled the Nvidia drivers (same version) and the clock issue went away.

There's already a thread for this, it might be better off closing this one down so it can all stay in one place and it gets the right attention.

Prefer max performance will keep the GPU locked at certain speeds IF it is set in the global settings menu, even at desktop.

The only time the GPU will fully down clock is when prefer maximum performance is set for specific programs and the global setting is left to adaptive or power saving mode.

I can second that, Max Performance doesn't do that.  I can idle (when not stuck) at 210 with Max Performance, and had that setting on for my entire time with my 2080 Ti KingPin.

It will come back - as I said, likely a driver bug with the 30 series. But you are free to not believe me (I've seen 2 other people complain with the exact same issue / setting).

This is 100% accurate. I had the same issue and changing the setting and rebooting fixed it. The GPU will still perform exactly the same, it just won't sit there boosting for no reason.

after you reboot the setting is applied to all accelerated apps including the desktop compositor.

Thanks bud Your confidence is for good reason! For some reason I don't have the option to set it to "adaptive" only options I have are "normal" and "high performance". I set it to normal and hit apply. It did not take effect until I restarted system. Before I was always idling at 1800mhz now I'm at 210mhz as of now writing this comment. Thank you for fixing the issue everyone is having. For everyone reading this before you go and uninstall stuff try this out first and restart your system and see if that changes anything. If not then go reinstall stuff. Thanks again ARESTAVO!!!
