The fan1 in px1 is the vrm fan, fan 2 in px1 is both radiator fans (connected with Y cable) and fan 3 in px1 is the external fan header on the end of the card. (Will show 0 unless hooked to a fan) but it does seem like the stock fans are 1800 or 2000 rpm fans though.

You can also hook up your radiator fans 1 at a time and see if they both perform the same as far as rpms or if one may be faulty. Also the default max fan speeds is different within the bios, the OC bios will allow fans to run faster than the normal bios, but the only way to get 100% fan speeds for all the fans is to flash the ln2 bios into the OC bios position, by doing that you get max speeds but still maintain the voltage and heat protection. Also make sure your firmware is the newest, open px1 then click the little circle in the lower right corner by the version, when that opens click where it says update, then another window will open with firmware files, the newest version for the Kingpin is the e200-fa42 file. You might want to do a total px1 uninstall and cleanup then and reinstall it, sounds like the install is corrupt. You tried to flash the bios or firmware?

To make it much easier.. just make a folder under the c drive. Call it bios. Put your files in there.
Open the command prompt. Type cd.. hit enter. Do it again cd .. hit enter. That till ya get down to the c:/ drive.
Then type cd bios and hit enter to open the bios folder.
Then do the string to backup the bios first. Then the unlock string. Then when that's successful go with the flash.
Shut down the system. And remove the plug from the psu. Hold down the power button on the pc for 15-20 secs to full drain the mb caps to drain all power. Then plug the psu back in and boot.
Px1 might not see the change in bios. If not your need to uninstall px1 and reboot. Reinstall px1 and see if you see the new bios change with the higher card fans.

The easiest way to flash the vbios would be to just drag and drop the .rom file onto the nvflash64.exe.

If its a factory VBIOS nope. If it is a 3rd party, you would need to put the VBIOS the way the GPU came for RMA otherwise yes, it would be invalid.
