2080Ti Memory usage spiking to max

I just RMA'd my card in which I experienced the card memory usage spiking to max, which cut fps down to high 50s instead of 90s and also crashing - in multiple games including DMC5 and Witcher 3
 
The replacement card still has the memory spiking issue with fps drop and crashes in DMC5 but not Witcher 3. Is this an issue with the card still or something more?
 
In pic related the memory spike starts in-game after about 15 minutes of gameplay, then returns to normal after about 10 minutes of gameplay or if i alt-tab out and back into the game.
 
Anyone else experience this?

    UPDATE:
     
    Just tried Monster hunter world and got a crash after around 15 minutes of gameplay,
    pic related shows the error and memory usage spike that happened just before the crash.

    If you're experiencing similar crashes on another card you need to start inspecting the rest of your system and OS. Chances of 2 cards having the same issue are extremely low. No one ever wants to hear it but most of the time the issue is with something else in cases like these.
     
    I would use DDU to clean remove your driver then reinstall fresh. If that doesn't work you may have an issue with a program running in the background or maybe even a virus. I would also try a clean install of Windows to eliminate that as a possibility.

    I have an MSI gtx 1070 I used before the 2080ti, and during the rma process, I experienced nothing like this on that 1070, only the 2080ti.
    I've used DDU to clean install the drivers to no avail.

    Well this is a unique issues I've never heard of and you having it with 2 cards in a row?

    You sure it's not the same card they sent you back?

    Is say time to back the system up and reinstall windows.

    You were right on the money, I think. Tried out a new windows 10 install on an old 80GB PS3 hard drive (of all things!) and couldn't replicate the issue in monster hunter world, so I re-installed windows 10 on my main SSD and so far, everything is peachy. I may well have needlessly RMA'd my original card, but at least it was just my OS and not a hardware issue.
    Weird issue but simple solution. Thanks to everyone who partook in the thread!
