2080TI step up question

I'm sorry about making a separate thread, but I looked all over the place and couldn't figure out. Been waiting in queue for 3070s and 80s since early November and frankly it doesn't look like I'll be getting either any time soon. I saw some 3080TIs at decent prices, so I was wondering how the step up would work.
 
1. Is there a list of supported resellers? 
2. How would calculating the prices work? For the life of me I can't figure out if the price on the EVGA site work or what was actually paid. Either of them seems weird under different circumstances (in this case the 2080TI is more expensive than a 3080, while I would be getting it for less; what if I bought an overpriced 3070 instead, how would the step up work then?).

    If you pay more than than the new cards MSRP, you lose that money. So, if you pay $1299 for the 2080ti, and the 3080 costs $899, you lose $400.

    If the 2080ti costs $1299 and you go for a 3090 for $1799, you will pay a $500 difference.

    Taxes on either side are not part of the calculation.

    Shipping on either side is not part of the calculation.

    There are no promotional offers with the step up process.

    Be careful with Amazon, it MUST BE SOLD AND SHIPPED by amazon and not a 3rd party reseller. If the card you are looking doesn't say this, it will not be eligible regardless.

    No no, I meant 2080 TI which would be stepped up to a 'standard' 3080.

    I did not, but as far as I know the step up queue is not faring much better than the rest..

    The step up program might be a little worse than the queue.  It seem that the number of people being notified is less than than the queue.  I think that people waiting on the 3080 have been waiting on the step up from day one.  It will be some time before then get through the rush at the start of the queue.
