I have had my 2080 Ti FE for about a year and have used the X1 software to do my overclocking. When i overclock it, i have seen major gains in performance until today.
 
using Heaven 4.0 on stock setting my 2080 Ti on 1440p Ultra settings put out 299.8 max FPS, 60c max temp, boosted to 1950MHz
 
Overclocked using X1 to memory clock +1000, GPU Clock 150 (done as high as +175 before) voltage, fans, power all set to 100%
 
same 1440p Ultra run netted me 301.4 max FPS, 66c (fine with that), and boosted as high as 2115MHz but mainly stayed in 20xx'sMHz.
 
So the card is boosting but not getting the FPS gains anymore, did i kill my card? Only other thing that has changed is i get very occasional stuttering in Heaven, it is very quick and got it 2 or 3 out of the 26 scenes in the benchmark.

Try Afterburner just to see if it's down to precision , which I doubt .
Could try getting rid of drivers using DDU then reinstalling .
Have you checked your settings in Nvidia control panel to see if you got G sync , V sync or something else enabled.
Don't think you killed your card and sounds more software related at a guess.

OMG noob alert LoL. G-Sync was enabled lol. Its crazy though the reason i didnt even bother to cehck that is have never enabled it and couldn't tell you how that happened either.

Hmm. g-sync doesn't cap frames unless you had v-sync enabled with it.
