2080 Ti XC Clock jumping

Hey guys, sorry if this is a noob question, but I recently installed my new 2080ti XC and installed the newest drivers and new X1 software. My fans keep ramping up and down, and my GPU clock keeps jumping from 400 - 7000 every 3 seconds like clockwork. Any ideas?
 
Its a brand new system, fresh install of windows 10.
