Purchased a 2080 Ti FTW3 Ultra almost 2 weeks ago now with a i9-9900k.  Before I OC-d my CPU, I was able to increase the core speed by 100+ and memory by 750+ at max voltage and power and run 3DMark.  Now that I've OC'd my CPU (at 4.7 then to 5.0 at 1.3 volts), 3DMark crashes at those numbers and I can only get an increase in cores by 50+ with 0 increase in memory to run 3DMark (free version) without it crashing.  Is there an inverse relation between CPU and GPU OCing? Or is my CPU unstable? 
 
If I do increase it any higher, Superposition Benchmark can still run/pass and I can play games (Apex Legends).  However, if 3DMark is a good 'tester' of OC stability, I'd rather not ignore 3DMark crashing.
 
I accepted losing the silicon lottery at 100+ core speeds, but feel like 50+ is just depressing.

Going back to stock on the cpu allows you to run +100 & 750+ again?

I just went back to 3.6 GHz and 100+ core and 750+ memory and 3DMark crashed again.  I had the 3.6 GHz made into a profile because how new I am to OC-ing so it is in fact the original settings in my bios.

I also went through Superposition Benchmark for 100+ core and 0 memory with my CPU 5.0 GHz and saw my GPU hit no more than 1980 clock speeds.
 
I'm extremely new to OC-ing with both GPU or CPU so please don't feel like you're insulting my intelligence if you ask me simple questions.

Well oc'ing isn't guaranteed. If the card works at stock clocks than the gpu is working as advertised.

Now that I'm at 3.6 GHz on my CPU, Apex Legends now does crash at 100+ core clock and 750+ memory.  After I found these numbers got my GPU through 3DMark safely at 3.6 GHz, I spent hours playing this game prior to attempting to OC my CPU.
 
Edit: Just had to restart my computer and 3.6 GHz worked fine at 100+ core clock and 750+ memory OC.

One thing that I noticed your 9900k at 5.0 with only 1.3v....not many 9900k's can reach that on that low of volts...I am aware all over the internet people are claiming they can but this is just not valid. der8auer has a great video on youtube overclocking his 9900K and he input 1.3v but he was running an AVX-3 which means most of the time his cpu is actually running 4.7...
 
I mention all this because your cpu might be what is crashing you.
 
I would reset your overclock on your gpu to stock then I would download intel burntest to test cpu stability make sure to choose "maximum" setting within intel burntest and run it atleast 10 passes if it can pass your overclock on your cpu will probably hold on just about anything you will do with your computer.
 
After this is established run the nvidia scan tool within precision so it can find your stable overclock...in my experience this tool is very accurate in finding a stable overclock for your GPU.
 
3dmark used to be my go to benchamark tool to test stability...however I have found today's games are more stressful on the GPU then this benchmark is anymore...I am finding now that once my max stable overclock is achieved in 3dmark I usually have to kick back my overclock 2 bins (-30) to remain stable in all games....forget heaven and valley benchmarks these tool's are useless IMO and I wish people would not use them to test stability they just are not stressful enough too the card.
 
Most rtx 2080's and 2080ti's will auto overclock to around the same regardless of brand and model... around 2050mhz is lowish 2070mhz is average anything above 2085mhz is really good (this is after manual overclock)
 
Hang in there. You have great equipment once you get it dialed in you will be all set.

Upping your memory also impacts.
 
I have found with my memory at 2666C14 I can run +170, 3600 C15 I can run +150, but at 4000C17 I can only hit +130 stable.
 
That said, the +130 at 4000 memory speeds gets me a higher graphics score than 2666 +170.

Thanks for the input.  I suspected my CPU to be OC incorrectly since I've only done the IntelBurn test at High for 10 passes.
 
I'll take a look at nvidia scan tool.  Never actually used it.

I did end up running maximum on IntelBurn test overnight for 10 iterations and actually got through successfully at 5.0 GHz at 1.3 volts.  Once I did that, I did not know what the scanner tool was, but once I did scan my GPU to OC, it recommended me a 71+.  I've tried OC-ing from 50+ cores to 110+ cores at 5.0 GHz many times before, but I'm assuming the GPU scan on Precision X1 adjusted my graph in a good way?  I was able to run 3DMark Time Spy successfully at 70+ after that, which I could only do 50+ before.
 
I appreciate the help.  20+ than before is a success and now I also know my CPU is considered stable (may do more/longer stress tests).  Seems like I lost the GPU silicon lottery but won the CPU lottery.

Very Good. IMO you are stable. But there are many different opinions on this. I like intel burn test because on maximum setting testing with this benchmark it puts a very hard grueling  "realistic" load on your cpu and run's it at this steadyon….when I say realistic I mean loads that your cpu will actually see doing things with your PC (actually still much greater then most things you will use your pc for).
 
I must ask...what is your AVX set to in your bios? if your AVX is set to any number it means your cpu is running negative too 5.0... IE you have AVX set to "2" when your cpu is running an avx load your cpu is actually running 4.8 not 5.0...
 
I choose to use AVX 0 on my 9900k and best I can get is 1.33v (run's 1.261v with load because of LLC6) If I used AVX 2 I could set to 1.29v
 
If your 9900k at 1.3v is able to get 5.0 all cores with AVX set to 0 you won the silicon lottery)

I have AVX on auto and LLC on auto.  I went off the youtube video below from newegg by an asus representative (I have a maximus MOBO).

Congratulations. You have a good chip.
 
Auto in the asus bios for LLC  means  it is at 0 since you set 1.3 it gives you 1.3 at all times.
 
If you keep LLC to auto you may be able to lower the voltage some if you wanted to experiment.
 
btw I have the maximus also had some issues (games crashing and blue screens) myself and had to turn off asus multicore enhancement and turn off xmp...you can still get the speeds of your ram by manually inputing its speed's,timings and voltages if you need help I will send you photo's.
