2080 TI Hybrid Low GPU Usage

So I have a brand new build.
 
i9 9900k 
2080 TI Hybrid
 
I mainly play MMOs,  like BDO.
 
Normally when im going around I get a normal 150+FPS 60-70% gpu usage/ 40% CPU usage
 
Anytime when there is actually a big load like during a boss fight my FPS tanks. My gpu usage drops to 20% ill go down to 2-40 FPS.
 
Its like the card jsut stops performing my CPU usage remains the same. When the card actually needs to be working it slacks off. Any idea what could be causing it?
 
All temps are normal

    What are your gpu clocks & temp at when this occurs? What does your cpu temps look like when this occurs?

    Do you have X1 running when you play? What's your power delivery system? Run GPU-Z and look at the sensors and see if you can find the cause when it happens.

    I think its a game issue and not GPU.
    I start up BF5 and my usage goes to 90+.
     
    Only getting this issue in BDO. Not sure why it would drop gpu usage on load when it should be working harder. I know it is a CPU intensive game but its not maxing out my CPU either im urnning an i9 9900k

    Been noticing the same issue. If I'm in game gpu load is 65 to 85% roughly. If I hit control release my mouse pointer and move off screen to another screen and click somewhere it jumps to 100% and gps goes up. **** is going on here? Im on a Kingpin. 
     
    Any update on a fix for this or is it just the game? I notice this in no other games.

    It is not "cpu intensive" - it is badly optimized / stuck with one core performance.
    Same goes to gta5 for example - 2080ti gpu usage around 60% - fps around 80-100 with significant drops that doesn't depend on game resolution at all (800*600 or 3440*1440 - same fps lol).
     
    GPU usage drop occurs when cpu is not fast enough to provide new frames for gpu to render. So it is waiting and doing nothing.

    I'm on a 3950x. Kind of sucks I can't take advantage of it. Thx for the info. Was looking for some sort of work around given the way it jumps to 100% while I'm off screen. Seems stupid how that works that it drops gpu load while your on the game screen. Backwards.

    If it's an issue where it's loading one core or just a few cores (check with multithread datalogging, like in Afterburner), you can improve performance on Ryzen by:
     
    - Turn off hyperthreading (AMD calls it something else), this will give you better performance on each thread
     
    - Optimize ram, either 3600 or 3800 Mhz, tight timings, etc, matched with infinity fabric clock
     
    - Typical overclock with a better cooler
     
    - Disable some cores, which will allow higher overclock

    Even 5.3ghz on intel is not "enough" for things like gta5 or korean mmorpgs.
    It should be fixed in game engine (try to compare gta5 and rdr2 in terms of fps / graphics quality / cpu and gpu resources sued), you can't fix game engine issues with overclock sadly.

    Please go right ahead and optimize those game engines for us.  We'll wait.  Thanks for volunteering to do this.
     
    Anyway, in many cases disabling SMT (hyperthreading) gives a performance boost in some games, due to better single thread performance.  Certainly worth testing if you suspect that a game may be bottleneck by a single or a few threads, it's free and easy to change in settings.

    One of the main goals of overclocking has always been to get.......better game performance.  Especially on poorly optimized games.
