Purchased 2080 TI Black late December and installed on Jan 3rd.  Installed new drivers (clean) and ran card for 6 days playing various games and normal windows usage.  Then when I loaded Rise of the Tomb Raider game and I started to get artifacts on the screen. I restarted several times and updated the driver and the issue went away. The next day I started the game The Division and the computer froze with the space invaders artifacts and when I went to restart my Windows was completely corrupt. It would start up could not find M.2 boot drive and Windows would try to repair and it would say unable to repair. I had to eventually format the drive and reinstall Windows. Once Windows was updated and I updated the Motherboard utilities I did a clean install of the Nvidia driver. I would boot the computer and Windows said it could not load the Nivida driver with Windows error 43 "Windows has stopped this device because it has reported problems. (code 43)".  I reinstalled several times and it would not load the driver. I put the old 1080TI card into the system and the Nivida Driver started without issue. I have updated my Motherboard BIOS to most recent version.  1080 TI ran great for all games with no issues with stock settings.   Once I had it running with 1080TI for while with out issue I tried reinstalling the 2080 TI Black and it would boot up with lines through the screen and do the same thing with the device driver.  I called tech support and they were very helpful and RMA the card. 
 
I got the new card and did clean install of drivers and started EVGA precision X1 which loaded new firmware for the RGB lights to see how it was running.  Everything worked fine for normal windows usage. I stopped EVGA Precision X1 and started MSI afterburner to monitor temp, ,etc..  I started playing a game and after about 2 hours it started crashing (PUBG).  I had MSI afterburner running and the temp never went above 70C.   I turned the machine off for the night.  I started the next day and just had the load screen for PUBG and let it run (no game play).  It started crashing after 20 minutes and artifacting with space invaders.  I tuned the power down to 85 % and it still crashed.  I am running two VGA power cables from the power supply and gave great airflow through the case.
 
Called EVGA and they indicated they have to get the old card back before they can RMA this card.  Any thoughts  ? - I put the 1080 TI back in and it runs just fine.  Very frustrating to spend this kind of money and have multiple card issues but understand I am not alone.

Could very well be the RMA Card you recieved isnt any good either....as you said everytihng runs fine with 1080Ti....
...the only tihng I would mention is best not to have BOTH Precision and AB installed...hoose one or the other....

You're describing my experience with the EVGA 2080 TI Black Edition almost exactly.  My original 2080 TI Black Edition card ran fine for about 2 weeks, and my RMA card only lasted a few minutes.  My only real complaint so far, is that EVGA's RMA service is incredibly slow due to high demand.  Not necessarily their fault, but I asked if they would at least send me the second RMA card a little faster than 7 day ground UPS that they used on the first and they replied it would have to be a standard RMA instead of an advance RMA, which completely defeats the purpose.  I'm really not sure if I should get a refund or try for a 3rd RMA which likely won't arrive for another 2 to 3 weeks.

I have exactly same system as you except for my ssd is 970 evo 2tb. Just installed 2080ti black today. Clocks to about 1901mhz max, 1850mhz stable. I've been benchmarking it hardcore for last couple hours. No issues yet. Also had the popup for the led firmware update. I will let you know if I run to any crashes or problems. So far none.

Update 2/7/19 
Got new card 8 days ago and ran great until last night.  After wrapping a gaming session the system crashed and every time it would start up it would hang, screen would go dark and then pop up with space invaders artifacts all over the screen. Could not even move the mouse because the screen would flash on and off within different parts of the monitor.  Submit another RMA  - this will be my 4th card.  Temps are good and when the cards run they run great no issue.

3rd rma. Doesn't  look good at all. Did you check what memory was on your gpu's (micron, samsung)?

It makes no difference what memory is used.

"this will be my 4th card." You have other issues with your other Hardware or even House Power.
Another "Maximus IX Hero" with the same issues as other are seeing with the RTX Cards, is your Bios Current?

It sounds like you have not done a Clean install of the Drivers.
Use Programs and Features and remove all the NVIDIA Drivers
The Run DDU in Safe Mode, this will restart your Computer to Clean up the Drivers.
Then Install Only the Graphics Driver and PhysX Drivers and Nothing Else.
Do Not have PX1 start with the OS and do no OC the Graphics Memory and go no higher than +80 on the Graphics.

The best way to figure out if the problem is coming from the card or your system would be to test the card in another known good working system.

Thanks  - I have done DDU and installed new drivers.  Just got my 4th card and now it black screen when starting up.  Every time I have reinstalled my 1080TI without issue and it runs just fine.

You mean you can't even get into Windows?  Does BIOS Logo display at all?

That is correct - BIOS screen comes up, log into Windows and then it goes black and with two different monitors it would not come back on.  Moved it to a different PCI slot and did the same thing.

Additional comment  - The PC is connected to a UPS for conditioned power.  I have checked the UPS and does not show any issues.

1st card XC Black, got the space invaders artifacts a few hours after benchmarking the card while watching youtube.  Anyone have any idea what exactly is causing these issues?  Surely it's some PCB defect??

Sorry to hear that man.
For the people going through multiple RMA, do you have to pay for the return shipping every time?
(That would be pretty costly for multiple RMAs )
