2070 vs 3080? And is the XC3 a good choice of cards? I'm not super knowledgeable...

How big of a jump/upgrade in performance is a 3080 over a 2070? I originally had a 1080 but then rma'd it and was sent a 2070 by evga a year or so ago. Based on this it looks like it's 2x as good? 
 
I was thinking of getting the XC3 3080 Ultra Gaming? Based on research I think that model would be best for me as I'm not interested in overclocking. Is that a good choice?

    Depends. What monitor/cpu do you have? Personally I'm upgrading from a 2070s at 1440p 144hz with a 3700x

    Monitors are two or these side by side and a 3700x as well.
