144hz monitor reverting to 60hz noticeably in game after uprading to version 6.1.6

Do not have alot of time for gaming and this problem took a bit to figure out (valuable Titanfall 2 time!) so I thought I would throw it out there for people smarter than me with more time
Specs
Evga 1080 FTW
I7 2600 @ 3.4ghz
16 gb ram 1333hz
gigabyte Z68 MB
Xclio 1200 w ps
Windows 10 64 bit
ssds for windows and games
1-Aoc g2270pqu 144hz monitor 
1-Asus 28" 4k at 60hz
 
Traced the problem back to after I Upgraded Precision X from 6.1.2 to 6.1.6 , after spending hours reinstalling nvidia drivers and using driver clean install tools I noticed I was getting 144hz in game when precision x was not running, uninstalled precision software and got 144hz every time in game, tried 6.1.3 and 6.1.4 and still reverted to 60hz in game. went back to 6.1.2 and I get 144hz all the time with all games I run it with, maybe there is an easier fix out there but google came back with nothing on this issue or these forums so I will run 6.1.2 till there is a newer version from 6.1.6 any input would be appriciated.

    why would precision x cause your pc to go from 144hz to 60hz?

    Do not know, that is why I threw this out there maybe somebody would know or they would look into it on the next update and I am off to try 6.1.8 ty

    Fixed, found the target framerate tab in settings and disabled good to go
