Meh, Oblivion and Skyrim didn't even make the list. They said that Fallout: New Vegas was the best of the series. I didn't even complete it, and most of the people I've talked to didn't like it as much either.

Oblivion was a good game. I liked it a lot.

Skyrim is very much open world and there are lots of others. Freelancer is open world too, back in 2003.
Open world is not a new development by any stretch of the imagination, all that is different now is that 64-bit machines can have larger game worlds etc

I don't know if I agree with all of their decisions regarding the 10 best open world games but I think they decided correctly for the most part.
Still, at the end of the day, Forza Horizon 4 can be only considered as racing game and with the respect of your debate, it is not a 100% open world game that you will also agree to this.

Depends on the game really. Some games are very locked down for what they allow in the EULA. With a lot of games wanting to sell expansions and added items for a game they often lock out a lot of user customization ability in those. As for the list... Crackdown 3 being on the list but not seeing Skyrim or Dragon Age really sums up the list. For a racing game though Horizon 4 does do a pretty good job of open world but I also don't think it should have been on the list.
