It depends on where you live. For US Customers it should usually be around 7 days. For EU I would recommend you to read the following post.

first of all thanks for your feedback and effort. We can clearly understand your interest in getting the the StepUp Cards asap.
Please understand, with a product launch, the demand is so much bigger than the actual availability and with offering this unique StepUp Service also lots of customer like to apply for it. 
 
Please also note, that we already started to fulfill and proceed StepUps with the 1080 Ti FE. (same week as the US started)
 
I cant give you an exact date, when your StepUp will be proceed, but what i can say is, that the availability is getting better and most of the StepUps will be fulfilled in April.

The first step-ups for Europe started yesterday 04/04/2017 If I may do an educated guess, I would say you're looking at 3 weeks at this point.
