I recently upgraded everything in my PC except my 1080Ti FTW3 edition and my PSU. Two days after my build was complete my PC would power on, power back off before POST, then power on a few seconds later and load into Windows normally. After some troubleshooting, I discovered if I removed my 1080ti from the system entirely and used on-board graphics the issue was resolved. I believe the issue is with the 1080 itself, as I run a Corsair rm850x 850watt PSU which is more than enough to handle my system. I also ran a full system stress test for 20 minutes without issues, and can game for multiple hours without issues either. I do not think the issue is power delivery.
 
Here is what I've tried so far to troubleshoot:
Tried all PCI-E slots on my MB.
Replaced the 2x 8-pin power cable that goes from my PSU to the 1080ti.
My PSU is fully modular, tried all PCIE power connections on the PSU.
Uninstalled all 1080Ti drivers, reinstalled.
Updated to the latest version of my MB BIOS.
 
I'm out of ideas. Any help would be appreciated. This card was in my old system for two years and I've had no issues, it is only with my current build. My card is luckily still under warranty and I can RMA if needed.

ASUS Prime Z390-a
i9 9900k
Cooler Master MasterLiquid LC240E AIO CPU cooler
1080Ti FTW3 edition w/ EVGA Hybrid water cooler
Corsair Vengeance LPX 32GB DDR4 3200MHz
Corsair RM 850x 850watt power supply
Toshiba 250GB SSD (boot drive)
Samsung 970 EVO plus 1TB m.2 SSD

This is most likely normal as some motherboards do a double pump (on/off/on) on first start due to having the psu switched off for awhile.

That was not normal. It was fixed with a BIOS update. I have the board...(two of them actually)

Well the op didn't comment on a bios fixing the issue, but he did state that he will try leaving his psu switched on when the system is turned off to see what happens, but then never updated the thread. I've also seen this issue mentioned in other places on the forums, and other users have said that it was normal.

 
Who cares that the OP didn't reply to an IRRELEVANT DECADE OLD THREAD. I just stated the facts, the BIOS was updated, I don't lie, I have two of the boards. You're wrong, it is not normal on this platform being discussed in this thread.  Where have you seen other users FOR THIS MOTHERBOARD IN THIS THREAD claim this is normal. Nowhere. If your next reply is not "you're right I am sorry for arguing" apology, don't bother. Mods... hilarious rinse and repeat.

Sorry for the late response everyone. I appreciate you all bringing to light that this is apparently an issue with the BIOS and not my card, that’s very helpful.

I will definitely be hitting up ASUS for a BIOS fix.

Let’s say I don’t go through the trouble of having ASUS create a custom BIOS for me... will this double pump on every initial boot cause harm to my system in the long run?

That was not normal. It was fixed with a BIOS update. I have the board...(two of them actually)

I updated to the latest BIOS on the ASUS website and it didn’t resolve this for me.

I'd start hitting up ASUS for a BIOS fix. It's not the GPU. I spent 10 minutes looking for at various 'solutions' and all I saw was literally hundreds of posts with your exact same issue with the same model board over various processors and configs. Does your board have CSM and is it disabled?  Conclusion: Harmless but very annoying double pump due to a BIOS error.

I actually had to enable CSM for the motherboard to see my boot drive.

Wanted to update - I converted all of my storage drives from MBR to GPT, disabled CSM and my system is running fully UEFI, still the same issue.

After doing some reading the issue is definitely the motherboard itself as I am not the only person experiencing this. Many of us are waiting for ASUS to release another BIOS version to fix this.

There are older BIOS versions that do not have this issue so I will be flashing to an older BIOS to stop this from happening. Thanks for all the responses

Yeah...that was kinda my last gasp idea, checking CSM. Some boards will double pump when it is enabled. I've been really disappointed with ASUS lately. I've several of their rather expensive ROG audio products and every single one of them has failed electronically or has a significant issue that is not resolved and could be.
