1080Ti not working properly

A while ago i got a 1080Ti used from NewEgg, ever since then the performance has gotten worse, such as crashing and stuttering. I have no idea what could be happening, as i reset the the clocks in the evga software and have updated all the drivers. I am pretty new to the computer scene so I Don't know much but I've done all i could and it has gotten to the point where i am thinking about buying a completely different card. 
Specs: EVGA 1080Ti (2 fans) 
CPU: Ryzen 7 3800x 
PSU: 750W
RAM: 16GB Corsair

    Try removing the EVGA software, run DDU to remove drivers, install latest driver and see what happens.

    Try removing the EVGA software, run DDU to remove drivers, install latest driver and see what happens.

    Precisely what he said, also remove literally every piece of software on your machine that is not absolutely needed. and retest.  Just having discord installed on my machine, even though it was not actively running, was causing me to lose about 30-40 fps in games.  Uninstalling it I magically regained 30-40 fps on average.  
     
    If all else fails, nuke your OS.  Uninstall and reinstall windows and start from scratch.  only load the essential drivers for your motherboard and video card and the game you want and see what happens.  Godspeed!
     
    Oh one last thing, maybe double check the temperature inside your case.  If you're not getting good airflow, or some fans have died on your card, it could just be overheating and being throttled.

    Look into videos of replacing the thermal interface on the die/ core.   It is probably all dried up & making the card heat up faster , which automatically makes the clock speeds run slower & slower to keep it cooled down.

    Also very possible.  Could be a bit too advanced for a user new to the computer scene though.  Maybe phone a tech friend on this one to perform the surgery for you!

    Thermal paste could be an issue since these cards are getting old and the same goes for the factory applied TIM. I had to redo mine a little while ago.
    I just used Thermal Grizzly Kryonaut. Worked great. GPU temps are lower than ever

    Yeah the symptoms your gpu is having i would say a ddu in safe mode would help. Here is a video.

    Could be a memory temp issue too. Don't think the 1080ti boards have vrm sensors.
