1080TI FTW3 Hybrid kit having problems in only some games

Hey guys so I've had this problem for awhile. In GW2 and Archeage now as well when I am playing the game I only am getting about 40% usage of GPU at max and my fps fluctuates between about 40-100 frames. I've tried so many different things to try and fix this and nothing seems to work at all. It seems like it just isn't using the power it has like it should. I've tried my 1080 and it doesn't have a problem so I'm really confused as to what to do or how to proceed. I need as much help as I can get because at this point I'm really close to giving up. I will try to answer all questions if you have any. In many many many other games the card works great and clocks up to boost speed at sits at 99% usage so I don't think its the card unless that's just how the card works. I just don't understand how a 1080 would outperform a 1080ti FTW Hybrid kit in relatively older games.

    Nvidia Driver or the Game  (chicken or the egg) --> Key Words:  "problems in only some games"

    PC details:
     
    OS with Details
     
    Nvidia Control Panel - what if anything has been changed ?
     
    OC --> what have you changes from stock ?
     
    Monitor --> what Resolution & refresh rate
     
    Check the Game developer for others with same issue  & known Bugs

    Hey thanks for replying! I'm on Windows 10 1809 right now.
    My specs are an i7 7700k with 16gb of ram and a 1080ti FTW3 Hybrid kit
     
    Nvidia control panel I have been through many many many times I've changed it to prefer maximum performance tried turning gsync off and on as well as vsync
    I also wanted to say that I have tried DDU for my drivers I've tried an older driver and newer one and nothing has changed
     
    I have not OC'd the card at all completely stock
     
    I'm running a 1440p monitor with 144 refresh rate and then another monitor thats 60 hz as my secondary
     
    I have checked both GW2 and archeage and it doesn't seem like anyone has a solution because almost no one has reported this problem I've spent countless hours trying to diagnose the issue

    Have you tried to reinstall one of the games (back up game saves first) to see if that's a fix? Or delete the config file for it as it may be using old settings for the older card.

    Probably a game issue, but here are a few suggestions...
     
    Getting low fps/low GPU utilization inside your games? Here is the solution to low fps/low GPU utilization if you ever optimized your games with Geforce experience...
     
    • Uninstall geforce experience from your computer.
    • Reboot pc.
    • Delete game config file from main install directory. Deleting the game config file from the main directory will force the game to rebuild a new config file on next game start which should reset all your graphics settings back to default settings for you to adjust manually.
    • Config graphics settings manually.
    • Should be good to go now. 
     
    I've also heard that defective hdd/ssd's could cause low usage, so try running your game off another drive if you have one.

    Hey so I've tried to reinstall the game and it still has the same issue I also have never had geforce experience on my computer because I heard it was such a pain in the butt. I reinstalled the game on a different SSD and still have the same issue so I took a picture of what the game looks like when I'm sitting in a very populated town and getting about 40 fps. It appears as if it's just doing nothing. 
    EDIT: Just wanted to say I put in my 1080 and I'm still having the exact same issue so I'm gonna try reinstalling windows tonight to see if it does anything but for now seems like the card is fine which is good

    This one of those outlier situations where the game does not load the GPU enough for it to boost higher. GPU Boost 3.0 is not perfect. What you might try is either use more AA or supersampling to increase the load on the GPU.

    These are pretty old games, GW2 being a mmo is going to be pretty cpu dependent anyway. It may just be that the gpu is more powerful then the game needs, which is a good thing. I ran NWN on my gtx780 and it was ridiculously overpowered, but it looked great.  Being you went to desktop to capture gpuz it either picked up that you went to desktop or its picking up that your idle standing around in the game, which your stats reflect.
