Is there any way to control the rad fan speed? I see I can control the fan on the gpu but that's all. Any help is appreciated.

No.. only way would be to connect the fan to a fan controller or mb fan header which has software you can control it with either in the bios or in software for the motherboard.

Most grab a new fan that's made for rads that's quieter and controller it with a fan controller or just run it full blast since it's quiet.

The stock fan has a high pitch sound when turned up.

You can do this if you are replacing the stock fan:

If you take off the shroud, there is an unused fan header that is controlled through the GPU fan curve. You can get a 4pin mini GPU to 4pin PWM fan adapter, and run it out of the shroud to the radiator fans. Finding the actual mini GPU cables is annoying. Also, since the new fans probably aren't calibrated, the power % does not exactly match with the RPMs. For instance, on mine, putting the fans at 70% is basically full power.
