Are you talking about the fan on the card itself, or the radiator fans?

Xoc can't control the fans on the radiator. Xoc also doesn't show the rpm speed of the fans on the radiator. You should be able to see the rpm speed of the fan on the card itself. You should also be able to control the fan on the card itself with xoc. What version of xoc are you using? Sounds like your card may have a faulty fan controller if the fan on the card itself is stuck at full blast.

v6.2.3 if it matters at all i had a EVGA 970 SC before, and this version also never picked up fan speed on that card either.

Go back to a older version like 6.1.15. Make sure to uninstall your current version of xoc, delete the evga folder inside c:\program files (x86), and reboot your computer before installing 6.1.15.

Only one thing do to before rma'ing the card. Pop the shroud off and make all the fan cables are properly seated to the pcb fan headers.
