1080 Ti Kingpin sudden power and frame buffer drop to 50% mid-game

Update, solved for now, post #10
 
TLDR: upgraded thermal pads to GELID Extreme, board temps dropped 10 degrees and became uniform across board, stability increased, OC headroom increased, etc.
----
So far it only occurs in Borderlands 3 when it's graphically maxed out in game settings w/1440p res.
My frame rate drops from 120 FPS to 20-30 FPS.
 
Graphs show short game play, then sudden Power & FB drop to ~50%, then I leave the game a few moments later.
Other things of note:
- GPU & mem clocks do not drop!  They stay full speed despite the change in power.
- FB/Frame buffer drops 50% with the power drop.
- Temps always in range but cool off slightly 
 
I have to restart the PC to fix the issue but usually comes back pretty quickly the next time I play Borderlands 3.  Restarting the game alone does not work.
 
I have latest drivers for everything, DDU in safe mode etc.
 
Windows 10 
AMD 3950X
1080 TI KPE
32gb 3733 16 cas ram
Asus x570 Impact mobo
CORSAIR SF750 Platinum PSU
Samsung nvme pro raid 0.

    Haven’t had time unfortunately to test across other unreal engine 4 games but I cannot find anyone else having this issue. Figure it’d be more widespread if there was some bug with 1080 ti’s.

    Some bugs only affect certain hardware configs.

    If you use the Debug mode in the Nvidia Control Panel, does that reduce or eliminate the crashing? It looks like you're getting some form of a TDR.  What does the Event Viewer show when this occurs?

    Power did not drop in debug mode.

    Power did not drop in debug mode.

    Okay, so when you use debug mode, the GPU operates normally? If so, that would indicate the GPU is defective. I've got the game now. So, later today, I'll mess around with it. I'm running it at 4K native with the game's internal scaler set to 75% pretty much every other setting is on ultra. The bench averages just under 65 FPS so, about as loaded as I can.

    The card may be defective like hemi said, but if you want to be thorough I would suggest testing a few sets of older drivers, different games, and maybe even running the card in another system to see if the power issue is related to your system or not.

    Your GPU temp reaches 76°C which is high and could be the reason of your problem.
     
    1080ti GPUs are very sensitive to temperature, even when temps get above 35°C i see stability differences with my watercooling.
     
    Try to disable all overclocking and set the GPU voltage to as low as possible as it will reduce temperature. Set fan speed to manual 100% and open your case to have the best cooling performance as possible for the test.
     
    If doing this you dont have drops anymore then consider switching to watercooling, the kingpin is the best 1080ti available and is screaming for it, it's kind of a waste to have one and not watercool it properly imo ;)

    Update:  I replaced the OEM thermal pads with GELID Extreme.  All board temps dropped about 3-5 (update- now 10 ) degress.  Even more interesting the uniformity of the temps across Power and MEM.  I added a few extra pads e.g to the pll power stage.  The backplate no longer has "hot spots" but instead a more even heat distribution a whole. 
     
    Some brief testing I was able to push the mild OC higher and without issue.  But I'll leave it down to what I need a daily driver.
     
    For those looking to do the same, EVGA CS amended this faq for the 1080 ti kpe but I found some inconsistencies:
    1) I found what appeared to be 2.0 mm for everything under the backplate.  There are two large capacitors on the backside of the GPU so depending on how firm your new thermal pad is you might need thinner for that specific area but they originally used really soft 2.0mm.
     
    2) Everywhere else my OEM pads measured to be 1.5mm on my board.  Didn't find any sub 1mm per the faq.  So I used 1.5mm myself and so far so good.

    Would love to but currently in a SFF case due to travel for work.  I take the side covers off to not choke it during gaming.

    Happened again in furmark.  I suppose BL3 taxed the card well enough.
