1080 Ti Kingpin Issues

Hello all, 
I have started to have issues with my 1080 Ti Kingpin. Every time I load up benchmarks or games my frames start jumping and stuttering. I've reinstalled the following,
-Drivers, Benchmarks, Games, PrecisionX OC as well as uninstalling other programs like cam. It isn't getting hot (65 C) at the highest, and it doesn't seem to matter if its overclocked or not. If anyone has any ideas please let me know. I have already contacted Newegg about a replacement but they always ship their RMA 5 day shipping when you use their label, and I don't want to go a week without a card. Any help is appreciated, i'll probably just be going with a RMA.

    What is your cpu temp when the jumping & stuttering is occurring?

    Issue doesn't go away when your cpu is ran at stock clocks?

    the core clock and mem clock are all stock and dont really jump around much. The Core drops to about 1987 when it get to ~65 C.

    What about your cpu clock? Does it stay stable when the jumping and stuttering is occurring?
     
    You should try #1, #5 & #6 listed here to see if they will help to resolve your issue or not.

    So i reinstalled windows and it is still doing the skipping but will not overclock past 1990 Ghz or so now. Temps arent a problem. Also X OC isnt applying OC at windows start up, or starting up at all.

    So I stopped using the kingpin overlay and now it is hitting 2062 with +60 on the core. It's still frame jumping though.

    I have a 960 evo nvme and just DL the shadow of war WQHL driver from Nvidia. I have a 680 and 690 on hand.

    I haven't put it in yet. But after switching the overlay on PX OC to default from kingpin the only thing stuttering is superposition. And the OC is applying.

    Close precision xoc & try running superposition again. Does it still stutter? If yes, what settings are you running superposition at?

    and that stops it.. Geez. PX OC is borked.. looks like back to Afterburner. Im running it at 1080p Extreme.
