1080 TI extremely slow

Graphics Card: EVGA GeForce GTX 1080 Ti SC Black Edition
CPU: intel i7-8086K
Motherboard: Intel Z370 Classified K
32gb ram
512 gb SSD
3 tb Hard Drive
 
Drivers all seem to be updated
I did some testing and averaged around 150-200 fps on CS:GO on my previous computer, though on this one I'm averaging 50 fps, though while testing yesterday it was averaging about 20 fps.

    Hello and welcome to the forum. What is your power supply? Have you monitored anything to see what the clocks and temperatures are doing?  Using GPU-Z, does your card use PCIe Gen 3 at x16?
    By 'seem' to be updated, what driver version are you using? I just posted up the latest 411.63.

    750 watt power supply from EVGA.
    temperatures are all normal, except the CPU temperature, I'm going out to pick up a fan for it today.
    Yes, it does use PCIe Gen 3 at x16.
    Checked for drivers updates for everything, all have newest drivers, geforce experience says drivers are up to date. Thought my motherboard did come with a disk that I couldn't use because I have no cd ram.

    You can usually get the most updated drivers for your motherboard from manufacturers website. But normally that does not cause huge performance issues. Usually it's issues with ports or 3rd party device drivers.  What are your GPU clocks when you're running the game? FPS that low... I know this might sound silly but are you sure you're plugged into the GPU and not your CPU IGP?
    Edit...or that the game is using your IGP versus the 1080 Ti. Those seem like the most likely.
