1080 TI SC playback issues inside premier pro

I have a 1080 TI SC black edition and i cant even edit 1080p footage on a 1080p timeline in 1/4 of the quality. Even at the lowest viewing experience its like my card still cant keep up and it stutters and stops, im not really sure what to do at this point. Premier is set to CUDA, my PC keeps cool, and i dont have any other apps open when i edit, if i have chrome open at all i cant even touch premier...I feel like i have a fairly powerful rig here and im having WAY to many issues. 
 
I have OCX installed to make sure that the fans are running correctly and i havent overclocked anything on my PC.
 
PLEASE HELP ME!! I NEED MY PC TO WORK EDITING IS MY JOB! D:
 
Specs:
MSI ITX B450 board 
i7 8700k 3.70 Hz CPU
16 GB RAM 
Geforce 1080TI SC Black edition
EVGA 1000w G+ power supply
NZXT h200i case
2TB crucial SSD
16TB of additional storage

    Well, usually when you run into that its a software conflict/ issue. First thing to do would be uninstall Precision and Afterburner, if installed, leave them uninstalled and restart and try program again. Make sure in the nvidia control panel you have it setup for max performance with that program your running.... use the 3d program settings, not global though. If its not in the list add it. If your using the newest nvidia driver maybe uninstall that and install a older driver that's a few back that's been rated pretty well. Guru3d rates all the drivers.... heres the x64 bit windows list: https://www.guru3d.com/files-categories/videocards-nvidia-geforce-vista-%7C-7.html   Try that out and see where it gets you first, it may be the revision of the program your using too but I don't know enough about it to say that.

    its not just my premier though...if i play any intense games they always crash. I cant even play apex legends for 15 minutes cause it will just crash. Im not very good at diving into setting and i dont really know any technical terms when it comes to all of this.

    ive tried to download the ninvidia control panel but it keeps telling me my driver isnt compatible

    Why are you trying to download the Nvidia Control Panel? You should not be installing the DCH driver if that is what you did. You need to go to GURU3D, download DDU or Display Driver Uninstaller, here: https://forums.guru3d.com/threads/display-driver-uninstaller-thread.379506/ follow the directions in the thread
    and reinstall the standard drivers not, the DCH drivers. Lets do that step first to make sure your drivers are installed correctly. Don't worry about what you do or don't know. Everyone starts somewhere.
