Is it just me or do I find it odd that now my card is running below base clock on the memory with it hitting the normal idle pstate. When it should be sitting at 4004 in afterburner note it should say the same thing x1 when I would normally use x1 but I don't use it for other issues. Asides that literally yesterday it sat at 4004 idle with just a fan curve and now it doesn't which is puzzling. Even in games for no random reason with the power limit and temp limit max it won't hold max boost with plenty of thermal headroom.

    Folding at home apps & rtx voice can cause the memory clock to drop down like that. Also those aren't idle clocks. 139/405 are idle clocks.
     
    Here are the top causes of why a GPU would run at elevated clocks at idle...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)
     
    If the game isn't stressful enough the card won't fully boost. Workarounds for that include enabling max performance inside the nvidia control panel per game, or using k-boost/msi afterburner voltage curve lock feature to force boost.

    The problem is even under vf curve lock in afterburner it doesn't stay at default boost of 4004 on the memory without me setting a manual offset when literally yesterday it was running perfectly fine with a vf curve lock. With using prefer max performance in nvidia control it sat normally at 4004 on the mem and 1594 on the core. I'm not running Rtx voice or Fold at home either literally when I just have a tab open of something else while gaming core clock won't stay at stock gpu boost 3.0 with a vf curve lock on which is odd.

    Well then some other apps on your system is causing the memory to drop. You'll just need to figure out which apps those are, and shut them off. So the game starts off at 1700's or higher then falls to 1594?

    Well somehow the problem managed to fix itself after scratch installing drivers after doing a clean wipe with ddu.

    Figured out how to fix it and recreate it literally when I come off a vf curve static lock ontop of a offset to where i'm sitting at say 2070 on the core and 4428 on the mem then I restart then it forces the memory to drop 200mhz on the memory regardless of offset or stock under load and then I go into the dev mode of nvidia control panel and then turn of gpu counters then turn it off by just doing say yes apply it then keep changes no and then it's back to the normal clock with a +425 offset on the memory like I would normally run on the card
