When trying to boot with my graphics card, the system doesn't do anything at all when trying to turn it on.  I take the graphics card out and it boots but I get a 7F error.  Any ideas?

What Card, what PSU? 7F is just telling you you do not have graphics.

The card is a MSI Lightning HD 6970.  PSU is an OCZ 700W brand new.  I have tested both in another system and they work.  However with the X58 the system does absolutely nothing with that graphics card inserted and when I take it out it boots but I get the 7F error.

Make sure there is no fod in the PCI slot, make sure any PCIe disable jumpers are not out of place, and try another pcie slot if you can. if you still have issues remove the board from the case and test on a non conductive surface to make sure you do not have a grounding issue.

It sounds to me as though the graphics card is not inserted completely in the slot. If your PSU has multiple PCI-E cables try two other ones.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA

I have tried all 3 PCI-E slots with the same result.  I have even had the board outside of the case for a boot-up making sure the GPU is properly seated.  I also just tried my new EVGA GTX 680 for another system I have and the board won't boot either unless I take the card out.  Could it be that there is something wrong with the PCI-E slots or possibly the board in general?  I am positive it is not the PSU as the lights on the motherboard light up when the power is turned on and both the board and PSU work when I take out the GPU.

If both cards work in another system, with the same power supply, its probably an issue with the board/cpu. Make sure all the PCIe jumpers are switched to on first. Next make sure the additional power for the PCIe slots is plugged in. Finally reseat the CPU and check for bent/damaged pins and ensure you don't over tighten the heatsink. If possible try the CPU from the system you know works if its the same socket type.
