unparking cpu cores in windows 8.1

Does any one know how to do this
I download a thing called Unpark-CPU-App and it says I have 2 cores and I am running a 4670k
I ran it but it still say I have parked cores am I missing some thing
pic

I read a lot of forums where it said it help bf4 a lot.

    You do NOT use such outdated and wrong version software on Windows 8.1 -ever-
    Its was designed for LAPTOPS and Windows 7 and is YEARS out of date.....
    You do NOT run such software or make changes in the registry using Windows 8.1 -PERIOD- -EVER- 
     
    Its THIS KIND OF STUFF that is CAUSING your problems.... or more likely just making the whole thing a huge mess.

    Your issue appears to be config based--> WORK ON THAT!!
    You need to get the system functioning correctly, there are NO TRICKS to doing this. 
    It takes experience and thought.....
    Had you read UP on the core parking issues and playing BF (as you should have) you would know that this DOES NOT effect gameplay or hit detection in ANY WAY (and thats what you problem is right?) so doing something like this is ridiculous.

    No your using Windows 8.1
     
    So that means that 95% of EVERYTHING you read... DOES NOT APPLY TO YOU
    This is your PRIMARY mistake, you appear to not understand that Windows 8 -CANNOT- be treated like Windows 7
     
    Thats actually one one the great things about Windows 8, is that its be tuned up under the hood and does NOT need any real changes at ALL.
     
    Keep the startup list clean, turn off the live tiles, get your page file correct for SSD's and you good to go.
    Then make SURE you understand how different Windows 8 treats drivers, and how important it is to NOT install or use anything that is not required AND that you have not researched properly

    From your description of your problems (and the test you did with the other system) its clear you a very basic mistake in the config.
     
    Most likely attached USB devices/drivers or some basic OS setting/config mistake, as those are what causes the issues you are reporting.

    That's strange, when i recentley tested the x64 evaluation copy from microsoft i noticed that all 4 cores (8 threads) were unparked by default on my cpu but on windows 7 x64 at least 3 to 4 were parked by default.

    Windows 10 64-bit. Maximus 8 Hero. i5-6600k @3.5-3.9GHz. 2X4GB 2133MHz. SSD. NVIDIA GTX 1080 FE. G-SYNC 1920x1080 144Hz. Scarlett 2i2. HX 1000i.

    OK....After 1hr and 45mins of working with Billys brother...
     
    As suspected, multiple basic settings/driver and config errors
    These have been -properly- addressed and the system has been personally tuned for testing.
     
    I have made it clear the -no- changes OF ANY KIND should be made to drivers, game or OS settings
    Billy with play BF4 exactly as its setup till Friday night and then report his experience.
     
    I believe we can call his BF4 problems FIXED!!
     
    GAME ON BROTHER.... EVGA FTW

    I am not looking forward to the phone bill on this one, but it was 100% worth it

    I had the same, but I was not on a laptop.

    Thanks MANIAC for all the help you a good guy for doing this have not played the game yet was at the hospital all day.

    What is this 2002? 
     
    Just let windows be. MS has gotten pretty good at having it manage resources. It knows better than you.

    Finally got battlefield to play right
    me kills per dies are getting better that's in bf3  as for bf4 I think you have to be a long time player of the games
    it frigin hard .
    I can get 20 to 40 kills in bf3 my be 5 to 10 in bf4 the player are way harder to spot the blend in to the back ground better
    you look at the map you cant see any one  then look around  and still no one but as soon as you do spot a player and fire there like 10 guys all around you .
    Are on some  server the have if you kill to many of you team mates you get kick that good and all but if im taking some one down and my team mate jump in to my fire why should I get kicked
     
    any way going to play bf3  and try to get better at the before moving to bf4
