Wanted to see if anyone had some suggestions to improve my OC.  Thinking maybe in RAM settings like I dont have something right.  Im pretty sure I can't get it to boot @ 4ghz with 8GB RAM.

Welcome to the Forum, Bryan.
 
What CPU are you using? Please add that info. to your sig. and also, the RAM's rated timings, voltage and exact model number.
 
Something you should do immediately to help would be to DISABLE: HT Spread Spectrum and PCle Spread Spectrurn(MCP.
 
Also, FYI....the GTLVREF's are measured in mv's not ns's.

That looks very, very good right there. If everything within Windows is working well, I'd leave it alone. The biggest challenge you had was your RAM and I am extremely surprised that you can run it error-free at those settings. What are your core, SPP and MCP temps. running at idle and under load?

Thanks!  I ran Memtest and Prime95 multiple times for 20+ hours error free.  I have Prime95 running at home now since I made some changes to make sure nothing goofs up now. 
 
Idle temps are @ 33c Vcore and the most I have seen so far was 52c during Prime95.  Most games its around 46c.
I dont know what what the SPP and MCP temp are off the top of my head.   Will post later.   Thanks again!

Well, man.....if you REALLY want to test your system stability...try running the Intel Burn Test for 20 passes at Maximum Stress Level. The latest version is v2.5:

Benefits of using Linpack:
1. More accurate than Prime95 Small FFTs/Blend (under x64 OS).
2. Takes less time to tell if your CPU/RAM is unstable than Prime95 (usually
   something like 8 minutes Linpack vs 40 hours under Prime95).
3. Use the same stress-testing engine that Intel uses to test their products
   before they are packed and put on shelves for sale.
Benefits of using IntelBurnTest:
1. Simplifies usage of Linpack.
2. Real-time output of results to the screen.
3. Simplifies the process of selecting a test size to use.
4. Better appearance.
5. Intuitive interface.
6. Real-time error checking.
7. System status acknowledgement.

Yes i should have mentioned I did use IBT for 10 passes under maximum before I made any changes ( I will run 20 passes tonight).  Is it recommended to use all 8GB of RAM or just use 4GB.  When I used all RAM under max it was taking 218 sec per pass.

If you intend to run 8GB's RAM daily....you should test with the 8 GB's in. I know it takes longer but, it is still much shorter and better than Prime.

No.....no you don't......and you want to sit right there and watch your temps. while it runs. You may want to consider turning on this too, to help your chip protect itself from overheating:

Nothing puts the screws to to your system like the IBT...sure it's gonna get hot.....but, the test did not fail due to the heat so, you can proudly say that your OC is rock-solid. No activity you do on a daily basis is gonna come anywhere close to the abuse you just put it through so, your system is good to go. Congratz again!!
EDIT: Next thing you know.....you'll be on here helping others out with their OC's!!!
