GTX 460 EE Fan Not going to 100%?

I just found that my 2 EE's fans will not go to 100%. Precision and Afterburner both fail at making them go above 80% fan speed.
Is this normal? Maybe a fix in the bios is needed?

    Yes this is normal.

    On the EE SC version the max is 80%, on the EE standard version the max is 70%.

    Is this so that in reviews the sound is not loud?? Can't think of another reason. Pretty stupid :)

    To everyone else just think of 80% being 100%.

    I don't see why it matters though I leave mine on auto and have great temps.

    Well i don't mind the sound when i'm gaming. So i use tools like EVGA presision to boost my fan speed to 90% when the temps go above 55 degrees celcius. Also you have ppl with an bad airflow in their case who could use that extra 30% or 20% fanspeed. When you overclock also that extra fanspeed is good.
    You cannot come up with a reason to lock the fanspeed imo.
