My temps dont change from going from x21 to x3 for some reason. Besides, my CPU temp cant get below ambient, and its usually around 76f in my room .

Even Atoms at 2.5W TDP still need a heatsink, to truly not need additional sinking, the wattage would need to be way less than one-tenth of a watt; think of calculator processors.

Underclocking is impressive if done right.  You didn't change stock voltage, so essentially for the set speed, it is currently overvolted.  Hypothetically you should be able to set the Vcore voltage well below 0.8, maybe even 0.5.  As it stands, the wattage will be around 15W, but you can drop it further, just a matter of stability.

In fact to be honest, I'd be more interested how lower voltages can be set for stock speeds.

My only real question to you is how did you sent the multiplier to 3?  Mine won't go lower than 12.  For those who wonder why on earth lower clockspeeds?  I'd like to see what my minimum requirements are per change in architecture, I can't afford the best everytime so I need a reference.  I've run my 920 in dual-core and single-core mode just to simulate other processors types to see how my daily uses are affected.

TEC/Peltier definitions, formulas and temperature estimations

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

Intel CPU's have a way to force throttling (they call it clock modulation) that allows you to throttle the CPU by a percent. I found this while reading Intel's MSR (Model Specific Register) documentation, and started playing with it in a program im writing. If you go under settings in Realtemp, you can play with it, it allows you to change the multiplier all the way down to 12.5% in 12.5% increments.

Also, ive done testing on my CPU several months ago at stock speeds and low voltages. I managed to get it down .95v for stock speeds and HT.

When I lowered my multiplier down to x12 I was able to use just 0.85v, but not the lower of E-leet with the E760 which is .8175v. For some reason the BIOS only goes down the 1.0v, yet E-Leet goes down further.
