750 Ti FTW fans are OFF at idle?

Is this correct?? I have the updated BIOS, and just realized while poking around in my case that my GPU's fans are both OFF until the card is under some load.
 
Was THAT how they "fixed" the noise issue?  Is this normal?  My temps aren't too crazy thankfully but I have a feeling the fans should never be switching between passive and active cooling...

Mobo: ASRock Z87M OC Formula 
GPU: EVGA GTX 750 Ti FTW
CPU: Intel i5 4670K

    Someone please respond on this... if this is abnormal I need to RMA the card.
     
    My temps are not bad right now (machine is mostly idle) but the fans aren't moving... they do turn on when the card starts to go into load.

    My fans never turn off, but this is not the first time it is being reported. The reason the fans run at 42-43% on average, is because they are only 2 pin fans, so they require voltage to boost up and down rather than a constant voltage and a second signal telling them to speed up.

    If the cards get warm and they don't turn on, I would consider it a problem, but if it isn't, then I wouldn't stress. Just set the minimum fan profile in afterburner or precision to 44%,and see if they stay on.

    i updated the bios yeaterday upon receiving the card and noticed during idle only the fan under the pci e power would constantly spin and the other fan turns on only when gaming.. kind of weird if you ask me. when its not spinning it would look like its trying to but stuck.

    This likely occurred because the firmware update was applied on top of an another update in more recent production to lower the fanspeed from hardware level.
     
    It should not turn off, please contact our support so we can get you flashed back to the original BIOS.

    called in tech support, they said they don't have that bios in the system, gotta wait now ;D

    Contacting support without registering a product seems very difficult, I can't find a good way other than phone call and I just don't have time for that during the day.
     
    I don't want to register the product as I'm not even sure if I'm keeping it.  Is there an email I can use to contact you guys?

    have you tried using guest RMA? should be enough to temporary register it and you can remove it when done.

    bbxtwo, I'm seeing similar behavior with my card.
     
    Sorry EVGA but I'm RMA'ing this one, I'm really uncomfortable with the issues I'm seeing.  I'm perfectly fine with doing BIOS updates on a regular basis, but seeing these issues in my first week of owning it is giving me a really bad feeling.

    solarnoise: im sending mine back to newegg tomorrow. i was not comfortable with it either, this is definitely not normal. All video cards i had in the past all spin 24/7, this is erratic behavior.
