Hello everyone,
I finally managed to get my EVGA GTX760 SC /w ACX run at 31% fan speed.
 
I'd like to share my solution:
Basically I just flashed the Dual card BIOS over my existing one.
 
If you'd like to do the same, download my package and run nvflash.exe using this command:
nvflash -4 -5 -6 dual_new.rom

 
In case you're running two cards you need to pick one for flashing. Use the command
nvflash --list
  to list the cards. Then use the following command to flash one card:
nvflash -i[index_number] -4 -5 -6 dual_new.rom

Your card BIOS is going to be updated to version 80.04.C4.01.62

    Thank You for encouraging information!
    I`m owner of GTX760 4GB SC /w ACX (04G-P4-2768-KR). It has no dual bios, and EVGA has not issued update for it.
    According to your method I`m going to flash bios from almost equal board (760GTX FTW, 04G-P4-3768-KR). But I can`t find rom file for it.
    I think someone dumped EVGA BIOSes on Softpedia, but there is only executable (I think that rom file is embedded into it).
     
    How did you managed to get your 3765-KR rom file?

    Well, I found compatible ROM, but it did not reduced Fan speed
     
    1. Downloaded original (I hope) BIOS, patched by EVGA for Dual GTX760 FTW 4GB (04G-P4-3768-KR) from Softpedia
    2. Opened 3768kc42.exe with HexEdit4
    3. Found start position of embedded rom (is starts with sequence "NVGI") at offset 0xD2604
    4. Found end position of embedded rom (usually somewhere after "END CERTIFICATE") at offset 0xFB403
    5. Extracted everything between this two offsets. Resulting size exactly equals the size of rom, saved from videocard. 
    6. Flashed my 04G-P4-2768-KR (non Dual  GTX 760 SC 4GB) with command, posted earlier by Jackos
     
    After flashing, the minimum speed of Fan in EVGA Precision is 33%, but GPU-Z shows the same actual 1170 RPM. So it didn't become less noisy.

    Sorry for my late answer.
     
    I downloaded an older dual card BIOS file from techpowerup, and then used the original update package from EVGA to update the Dual BIOS card. Then I dumped the BIOS for easy archiving.
     
     
    Although the fans seem to spin only a little bit slower, it's still an improved experience.

    You guys can seriously hear a 11% difference in the fan speed on this card?

    Yup, me too. It just depends how loud your other components are.

    Nothing :) This is how it should be. Besides, game sound is much louder than fan noise.

    I just don't want hear it during programming.

    This works with the GTX 760 SC [02G-P4-2762-KR] too.  Boost tables, Power, Voltages, Clocks, ect all match my stock BIOS.
     
    Idle Fan speed went from 1620RPM to 1050RPM with 2.6db drop in noise levels (thats about half as loud) and only a 2°C increase in idle temps.  The only thing I can hear now is a gentle flow of air from my case fans! 
     
    P.S. Jackos your awesome! I had a 4 back and forth's with EVGA and they kept sending me the same stock BIOS over and over.  Finally the last person (supposedly) sent my request for a updated BIOS to management with a reply promised in 2 days (that was 19 days ago).  I was about to give up until I found the BIOS you posted in this thread.

    Update: Card is stable in Furmark (1080p Burn), Unigine Heaven/Valley (10 Loops 1080p Max), Crysis 3 (1080p Custom), Metro: Last Light (1080p Custom).  Maxes out at 82°C just like before the BIOS update, no noticeable FPS loss.

    I flashed this to my 02G-P4-2763-KR and it worked. I had to use a newer version of nvflash though.
     
    *EDIT*
    I opened up furmark and did a burn in test and was getting 90-91 fps. Before the flash I would get about 84 at stock clocks and 87 around +80mhz. Higher clocks were stable in furmark but not in games, I guess I'll have to "underclock" a bit to keep it stable.

    No problem. I'm trying to figure out which one of my components is the loudest now. I think its the PSU =/ haha.

    Definitely the power supply but I can live with it. I also wanted to mention that I haven't noticed my ACX rattle when dropping in rpm. Used to get it every time at a certain rpm after closing scrypt miner or furmark.
