EVGA GTX 770 100% Fan Speed

I recently purchased the GPU, running it with an i7 Quad Core CPU, and 750 Watt PSU. Upon turning on my computer, obviously the graphics on my monitor were off, so I installed all the drivers and restarted my PC. Right as my desktop was loading, the fans in my GPU rev'd to 100% speed which is very noisy and annoying. I do not believe it is coil whining from my PSU, since when I poked the GPU fan's while they were spinning to see if that was indeed the issue, the noise completely stopped. It's nothing but the sound of a massive amount of air being generated from the fans. I downloaded the latest version of Precision X (My GPU drivers are also the latest) to try to control the fan speed. However, not only is my GPU temperature extremely cool, 27C, but no matter what I change the fan speed or power amount to, nothing changes at all. I tried 3 times now to uninstall/reinstall all drivers and software to no effect. 

What do I do?

    The only thing that I can this of is make sure you turn auto off, and then hit apply. The fans won't change unless you hit apply.

    I have the exact same problem.
     
    Fan speed is low when pc boots, then once windows finish loading it ramps up to 100% and no matter what i do in Precision X the speed stayes at 100% period (Precision X log states 41% or whatever i set it to manually)

    get driver sweeper from guru3d. Once it is installed, remove the NVidia bits from program/feature in the control panel. Then use msconfig to boot in safe mode. reboot. Once in safe mode, run driver sweeper and remove all trace of NVidia. Run msconfig again to boot normally. reboot.
    After that install the latest NVidia drivers. That always fixes weird stuff like this for me.

    I tried to remove the driver with driver sweeper.
    In safemode the fan speed was silent no problems, then after rebooting with no display driver installed fan speed was silent inside windows, but when i installed the 331.82-desktop-win8-win7-winvista-64bit-english-whql driver lo and behold the fanspeed went back to 100% :(

    Go back to 331.65, after driver cleaner, fixed for me.

    Thank you for the repplies, i tried to download the 331.65 driver, rebooted into safemode, ran driver sweeper and then installed the 331.65 driver after restart.
    Same thing happned, fan speed was low and during driver install it sped back up to full power.
    HWMonitor still shows FANPWMIN0 = 41% (minimum speed) but FANIN0 is soaring at max rpm

    Sometimes a program like asus suite that has overclocking enabled will do that. Might want to start looking at profiles that could be taking over after boot.

    The computer is brand new and i just finished installing windows 8.1 pro on it this morning.
    The only things installed so far and in order
    Windows 8
    LAN driver
    Windows update
    Windows 8.1
    Intel chipset driver
    Nvidia display driver (

    Ok after a LOT of testing i finally figured out what the problem is.
     
    Apparently the GPU Boost 2.0 (or the nVidia drivers) checks the fanspeed of your gfx card. If the fanspeed is below around 1300 rpm then the software will override the fanspeed and not allow it to go any lower. My guess is that it's is some sort safety feature coded into the software. Hopefully they can change this as it makes no sense to have this check as long as the temperature of the card is low.
     
    This problem will apply mostly to people with "silent" aftermarket coolers that have large 120/140 mm fans with speeds of sub 1100 rpm.
     
    If you want to check this problem out yourself and have a card with dual fan cooling, try to stop the fan that outputs the rpm with your finger and you would notice that the remaning fans speed up to 100%.
     
    [edit] when this override happens Precision X will still say and log that the fan speed is at lets say 41% (manual or auto does not matter) even though the fan is at 100%

    any luck fixing this issue? i'm having the same problem with my bottom card( gtx 780 acx). As soon as i install any driver it will boot up with 100% fan speed and stay that way. If i boot into safe mode it work fine. Or whenever in bios it works normal.

    digitalbath88 can you use HWMonitor to check the rpm of the fans (both cards) ?

    well precision says its at 31% and on gpu z it doesn't even read any fan speeds for the card.

    I recently just bought the gtx 770 SC with ACX cooling also, and I have the same problem where my fans would reach 100% after I reach the windows login page. Does anyone know how to fix this?

    Give this a shot guys...
     
    Here is how to force your cards fan speeds to 30% & 100% as needed.
     
    #1 Download NVIDIA Inspector & WinRAR to desktop. Install WinRAR First.

    http://www.rarlab.com/rar/winrar-x64-420.exe 
     
    #2 Install NVIDIA Inspector. 
    - Right click on NvidiaInspector.zip on the desktop and select "Extract files...", Extract to Destination Path "C:\Program Files (x86)\nvidiaInspector" without quotes. 
    - Press OK to start the extraction. 
     
    #3 Create 30% Fan Speed & 100% Fan Speed .bat files for Nvidia Inspector. (These two .bat files will allow you to force your fans to 30% & 100% as needed.) 
    - Open 2x Notepad (Click Start and type in Notepad and hit Enter.) <<Do this twice. 
    - Copy and Paste this... "C:\Program Files (x86)\nvidiainspector\nvidiaInspector.exe" -setFanSpeed:0,30 into your first Notepad, Save AS... 30% Fan Speed.bat and save to Desktop. 
    - Copy and Paste this... "C:\Program Files (x86)\nvidiainspector\nvidiaInspector.exe" -setFanSpeed:0,100 into your second Notepad, Save AS... 100% Fan Speed.bat and save to Desktop.
     
    Once you have created the above .bat files just double click on them and watch your cards change fan speeds. Hopefully it works out for ya.

    I found the problem for my card. Apparently my second fan stopped working at one point, so only the main fan was working and was always running to 100% to ensure the card was staying cool enough. I re-seated my card and the second fan started working again, so the problem went away and my gpu is very quiet. I think what happened to cause the second fan to stop was a wire or something getting caught on the fan.

    hey Whuang02, thanks for in information.  I just brought mine a week ago back and experience the same problems posted here.  I checked the fans, and sure enough one of the cables got loose and stop one of the fans from spinning.   After I reseated the cable, the fan noise is back to normal.  Thanks again. :D   (wasted so much time thinking it was a software problem.. all I had to do was open the front panel and shine a flash light).

    I wanted to thank whuang02 as well.  I was having the same issue and it turned out that the 24 pin power cable in my Hadron case was sitting too close to one of the card fans.  After moving it away the card quietted down beautifully.  Yay!

    whuang02 youre the man! I was messing with this issue all day and never thought to check if one of the fans was snagged. Turns out one of the PCIe power cables went up into one fan and stopped it. Removed the cable and all is well.
