Keep getting error code 262148:131086. It won't install. I reinstalled Origin, and I get the same error. Gets to about 81% before it does this. This happens on disk 2 of 3. Paid all that money, and can't even install it.

Pretty awesome huh. I have been trying to install (not with disk) for roughly 10 hours now, gets to 25% or so then it gets kicked back down to 14% creeps back up to around 19% then gets kicked down to 8% but don't get any error codes I remember when it got up to 28% oh boy was I excited but it didn't last, have tried every "fix" I could find and nothin doin as of yet.....brutal.

I'm now trying to d/l it without the disk. Using Origin's d/l. It's at 26% right now. Should take another 2 1/2 hours to d/l unless it gets stopped with an error.
 
 
 
EDIT: Well I beat your 28%. LOL. I'm at 30% but expect it to fail any moment now.

I had the same issue (I think).  Anyhow, I rebooted, uninstalled Origin then downloaded again and it went like clockwork.
 
NOW I have red/green/blue flashing lights all across my screen in the single player.  I looked on BF4 forums and at least one other guy had the same problems.  Maybe a driver/lighting issue?

Try using a driver cleaner like Driversweeper. This will clean any video card drivers that may have stayed behind in the registry and other places.
Once you use the cleaner, reboot, windows will pick up the card/s again and ask you to do another reboot in order to load the generic driver.
Once your back  in to windows, install the latest driver.

Update your audio card drivers. In some cases, having an out dated audio driver can cause stuttering/lag.
 
For the  download issues, like maniacvvv said, it is most likely a DNS issue.
Installing games from discs is tricky sometimes. Some of my games won't even read on my drive, even though the disc is in perfect shape.

 
UPDATE: I installed through Origin's download, instead of using the CD's. Installed fine, and works. I can run the game at the highest settings with no problems too. I wonder if my 2nd CD is bad.
