New EVGA Video Card Problems

Can someone tell me what causes this...
 

 
I purchased a new EVGA Card and it recently started doing this when I scroll down the screen.  It doesn't happen all of the time...  but more often than less.  By the way the card is an EVGA 640 GT.  Thank You for any and all help! :)

    are running the latest drivers also is everything else uptodate as for drivers and software up 2 date

    Thank You!  I have been so busy at work I simply forgot to check that.  I was behind 2 updates...  all better now!  :)
