I hope EVGA will response to this thread.
I think there would be any way to turn them off - perhaps over BIOS modding?
EVGA, please tell us how to turn them off, otherwise please tell me (over PM or otherwise) how to mod the BIOS (or send me a already modded bios) to turn them off - I will then tell the community about it (yes, yes.. warranty void ...).

Or are these LED's hardware controlled and there is no way to control them over BIOS?

There is no way to turn the off.  Put black electrical tape over them like the rest of us have done.

Or... you can do the cool thing. Convert your system to Water-Cooling. Buy Hydro Coppers then personally Mod the Color to a color of your liking. Which I'm doing, the red on the hydro coppers don't match my theme. Gonna change then to white.

A water block is on the cards, but i cant see why they would have gone for such an in your face brightness for those LEDs? Maybe there was supposed to be a nicer cover..

Can EVGA confirm the LEDs are unable to be turned off? Then we can all get on with our Electrical tape dodgyness.. :(

I'm working on something to cover it up and look great / use the light ina better way.  Currently experimenting with lexan and electrical tape to make an illuminated EVGA logo

Unfortunately there is no way to disable it, you can use electrical tape to cover it though.

Personally I would not use electrical tape on my gpu, because electrical tape will leave a "residue" which I would want on an expensive part like the 680 classy.

Get some black painter's tape, it leaves no residue behind, ever.

I put about 3 layers of blue painter's tape over mine to match the blue LED's in the case. Looks perfect. Might as well use what you're handed and make lemonaide. :)

The LED's near the EVBot connector show voltage going to GPU, PEX and MEM. If any one of them goes out then for some reason voltage stopped flowing to that portion of the card.
