what's up with PCI-e x8/x16 slots vs PCI-e x1 compatibility?

On Z68 FTW board I can use my Hauppauge TV tuner (PCI-e x1) in the ONLY ONE LONG BLACK SLOT on board, none of the red ones work with it (card undetected). and yeah, I mean the full length black slot, because the designer of placement for the short one should be hung by the balls.
 
anybody seeing this problem? am I doing something wrong? BIOS sucks? or me sucks?

    Double check that the PCI-e slot disable/enable switches are set correctly.  Also double check that the card is fully seated, I have seen some cards slip out a little on the back end when the screw is tightened down to the case.

    PCI-e slots are enabled, because I can use video cards in them and they work fine (e.g. in primary red slot below the useless short black one)... to my eye card is seated same way as it is in the long black slot, but I will double check, because when tightening the screw it does rise a little bit on far end.
     
    so far I've been able to use my TV tuner in the long  black slot only.

    ok. after some lurking deep in forums archives I came across this image:

     
    interestingly, my PCI-e x1 card works only in the only long black slot which (also interesting) is the only one served by PCH! all other slots are operated by either CPU or the NF200 hmmmm .... another BIOS programming bug?

    just tested pCI-e x1 TV card in primary (first red) slot unscrewed (seated all the way in) while the gpu sits in "4th slot" (#3 according to picture from above post) and still the TV tuner card is not even detected at all.
     
    IMHO, it's a BIOS bug or board is faulty.  period.
     
    EDIT:
    to make it clear, I have used the single GPU successfully in slots 2, 4 6 (#1, 3 & 5 according to image 2 posts above), but no matter where I place the GPU (it works always), I can't get the PCI-e x1 tv tuner to work at all (undetected) unless it's placed in the black slot 3 (#2 according to picture 2 posts above).

    all right, the answer to my problem is probably very simple - my Hauppauge HVR-1800 MCE PCI-E x1 tv tuner cannot "talk" to NF200 or CPU directly hence why it doesn't get detected in those slots controlled by them. the only way it runs is by placing it in PCH controlled slot (long black).
     
    emailed Hauppauge with a question on that, will see soon what the official version sounds like.
