High DPC Latency after installing GTX 590 (audio/visual stuttering)

This is my first time posting here but I am hoping someone can provide some assistance or guide me in the right direction to resolve a conflict I'm having.
 
I recently got a GTX 590 Classified and installed it in my new computer that I put together last month. The components are as follows:

I had been waiting for the 590 to come into stock for a week or so and was using a GTX 260 before.
 
After installing the 590 I began to notice some issues. First was that when I was watching a video, for example from a file on my hard drive in VLC Media Player, I would get audio choppiness/popping/pausing. The video would play smooth at first but after about 30 seconds or so it would start to have split second pauses every several seconds.
 
I have done a lot of searching on the internet and learned that the cause of this problem is most likely DPC Latency. I downloaded a program called DPC Latency Checker and was able to observe the latency levels jump over 2000 microseconds when the video was playing.
 
I am attaching screenshots from two programs that track this latency. My understanding of DPC Latency is that it is caused by bad device drivers or a driver conflict.
 
I thought that perhaps because I had swapped out the 260 for the 590 that may have something to do with it, so I reinstalled Windows 7 x64. After a fresh install, I fully updated Windows and have tried two different versions of the Nvidia drivers, the current WHQL 275.33 and the beta 275.50. The problem continued with both versions of the drivers.
 
This problem is not only isolated to video playback, and I have tried viewing videos in Windows Media Player as well. It also happens in games, the game will freeze for a split second every so often in a similar manner to the video playback freezes.
 
I have checked and made sure that I am running the latest versions of all the drivers from my motherboard manufacturer's website for audio, LAN, USB 3.0, etc. In terms of software all of my drivers and Windows Updates are all up to date and should be good.
 
Does anyone have any idea how I can resolve this issue? I'm really bummed now that I finally have my full system put together that this is happening. The issue seems a bit more advanced than your typical problem. I consider myself to have a mid-high level of expertise when it comes to PCs and feel I have exhausted nearly all of my options on my own. The only other thing I can think to do is to try swapping the power supply from my old PC into this one as its an 850W vs the 750W that I have in here now. But this power supply is 80+ Gold certified and the specs for the 590 say it requires a minimum of 700W. I'm not running a lot of components in the PC, just SSD, 2TB HD, and BD-Drive. I'd really prefer to try the power supply thing last as its a pain.
 
All Google searches suggest it is a device driver causing this problem. Any insight would be greatly appreciated!

    I've been reading some more and it appears to be the same as what this guy encountered:

    RMA the videocard. I had a 7900GTX that initially performance just slowed down significantly, Process Explorer said high interrupts and DPC were very high on CPU usage. Then over time it started artifacting, random dots, blinking things that weren't suppose to blink, odd objects appearing through other objects.

    You can try underclocking temporarily just to see if that's it. If your DPC suddenly goes way down when you underclock by 15-20% on the GPU and memory there you go.


     
     
    I just used Precision to underclock the card to its minimum allowed values and the DPCs dropped:
    They stayed down for about 30 seconds and then hopped back up again. Every time I change the clock between default speeds and lowest it drops. I'm thinking I may have to RMA the card. I did notice a strange artifact playing a game yesterday. I will play some more tomorrow and see if I get any artifacts, in the mean time any suggestions are welcome!
    Gonna watch this thread for a few days and then start the RMA process

    Looks to be your 2TB drive that causing your issues..... its a slow RPM drive.
     
    Unplug it and test again for latency
     
    Should look like mine -flatline-, when the config is tight
    (I run an OS on my SSD, another OS install on a 250gig platter and (2) 1TB's for my video editing setup)

    Looking over your specs, it appears that you have not setup your SSD properly to work with Windows 7...
     
    If you didnt even know to pull your pagefile down to 1 gig or two...
    -->you certainly must have overlooked the rest of the tweaks.

    Looking closer at your information, its your slow platter drive, paging file and some older USB device(s) that is hitting you the hardest.

    Thank you both for you suggestions. I have resized the paging file, disabled the services, and moved the TEMP folder off my C: drive.
     
    The only USB devices I have connected are my mouse, a Mionix Naos 3200, and a simple USB keyboard. I just disconnected both while watching a video and the DPC Latency stayed very high.
     
    The drive, while it is a slower drive ( I bought it specifically for its Green status, low power etc) has never had problems playing media in the past. I just disconnected the drive and moved a movie directly to my SSD and played it off of there, and experienced the same slowdown. When I had the old 260 in the system I didn't have these problems.
     
    I am leaning more towards this is a faulty graphics card and need to RMA it, but I am open to more suggestions.

    I just confirmed my suspicions. I put the GTX 260 back in my new PC and the DPC Latency is a flatline like the other person posted above. Looks like I got a bad card :\ I'm just glad I chose EVGA, I will always get my gfx from EVGA thanks to their unrivaled customer service and RMA programs!
     
    I would have an EVGA motherboard too if they made a Z68 in MicroATX :)

    I know you might have already RMA'd it but, are you running the latest Nvidia Drivers?  I was using 270.** and had no problems but then upgraded to 275.** and had the issue.  I fixed it by adjusting the Nvidia Control Panel settings to 'Prefer Maximum Performance' over Adaptive which I usually do anyway, but didn't realize it on the upgrade.  
     
    Using SLI 460's but at least it works and I don't have to use old drivers.  DPC is still in the yellow though, new drivers just must hate VLC.

    Registered just to post on this thread.

    I have the exact same problem with a Gigabyte GTX590. My friend who also has the same card as me has the same problem. If we play in the same room we notice the pauses happen at the exact same time.
     
    I found that after booting if you go into the nVidia control panel and disable SLI, then re-enable it, the pausing and stuttering goes away until your next fresh boot.

    Just got the RMA'd card today and started to see the same issues. I did what you said and changed it from Adaptive to Maximum Performance so it seems like it may have been the drivers causing it after all. It's too bad it's taken me this long to pin it down and it has been a slight inconvenience but I'm glad to have it finally working right.
     
    To the guy posting above me about trying to enable/disable SLI, I'd recommend changing the setting as shown in the attachment. The pauses happening at the same time suggest some sort of power issue from the wall though I'm not sure.
     
     
    Hopefully NVIDIA fixes this issue in a newer release but I'm glad that I finally have this amazing card performing as it should. :)
