multiplier doesn't apply/stick? past 22x? I was trying to boot up at 23-33 and in windows all report it at 22x and my clocks are at 22x

Voltages are way to different... When i set 1.35vcore in bios windows detect it as 1.4. Is normal?  I can see it being reported at 1.38 or but 0.05 volts higher is a little high in eyes

For the 875k .. try this.

K-Boost disabled
Multi on 30
BLCK at stock 133
Vcore to 1.33V
MCH Strap to RAM (1600 f.E.)

C1E disabled
Speedstep enabled
Turbo enabled
Turbo Core Ratio enabled to 0/0/0/0
C-States enabled with C6

Then you'll have 4 GHz .. maybe you need more or less vcore - but this setup works.

Gigabyte Z690 | 12700k | 32GB DDR4 Dominator Platinum Chrome
EVGA GTX 980Ti HC | Creative X7 | Silverstone SX800 SFX-L
Lian Li PC-O10wx | WD Black 850 | 3TB NVME
Heatkiller 4.0 Pro | Swiftech MCP35x
 | Watercool MoRa 3
