Having trouble deleting certain files

Ok, I have been trying to fix this problem for hours and I can't figure it out. Sometimes when I try to delete a file (mostly with .exe files, but sometimes applies to other files) it will look like it deleted, but if I refresh the folder the file will be there again. I can try deleting it as many times as I want and it will do the same thing. The REALLY confusing part is that the file will be gone after 1-2 minutes even if I only try to delete it once.

The files are not in use by any program when I try to delete them, and I don't get an error.

System Specs:

CPU: i7 920 D0 @ 4.2GHz w/Ultra 120 Extreme
GPUs: 2x EVGA GTX 480 SLI
Mobo: EVGA X58 SLI Classified E760
RAM: 6GB OCZ Platinum (3x2GB)
PSU: Silverstone 1000W
HDDs: Intel X25-M G2 80GB + WD 1TB HDD
Case: Cooler Master HAF 932
OS: Windows 7 Professional 64-bit

I am asking this here because I am out of ideas on how to fix this. Hopefully someone here has had the same problem and knows how to fix it.

Main Rig: Ryzen 9 5950X|EVGA RTX 3090 FTW3 Ultra|32 GB DDR4 3800 CL14

    That is fairly odd, is it just with these F@H files or is it other ones aswell? Try booting into safemode to delete them.

    Thanks for the help, but a friend of mine just told me how to fix it. Aparrently the "Application Experience" service must be running to delete files properly, which makes no sense whatsoever to me.

    Yeah never heard of that service. I'd be suspicious...
